KUALA LUMPUR, Nov 2 – The Ministry of Health’s (MOH) logistics and emergency ambulance services continue to operate with robust capacity, recording an 86.7 per cent staffing fill rate across 7,687 designated positions nationwide, announced Health Minister Datuk Seri Dr Dzulkefly Ahmad.

In an official statement posted on his Facebook page on Monday, November 2, 2026, Dr Dzulkefly revealed that the Motor Vehicle Driver scheme has been officially upgraded to the Skilled Service (H) scheme under the Public Service Remuneration System (SSPA) to improve emergency response quality.

“This restructuring step is vital to ensure our ambulance drivers are not only skilled but also multi-skilled to meet the highest emergency standards for patient safety,” Dr Dzulkefly emphasized.

To guarantee uninterrupted healthcare logistics and emergency services during the transition, MOH is permitting existing General Services Assistants who pass strict competency screening tests to fulfill driving responsibilities at designated medical facilities.

Dr Dzulkefly noted that the Driving Competency Test (UKP) screening process for candidate evaluations was successfully completed on October 27, 2026.

Phase-one recruitment of newly certified, highly skilled ambulance drivers will commence in April 2027 in partnership with the Public Services Commission (SPA).
