Malaysia Vows Strategic Shift on Rohingya Crisis

KUALA LUMPUR — Malaysia will pursue a more aggressive and strategic alliance with ASEAN member nations and the United Nations High Commissioner for Refugees (UNHCR) to manage cross-border complications arising from the protracted Rohingya refugee crisis.

Deputy Foreign Minister Datuk Lukanisman Awang Sauni clarified that while Malaysia has persistently leveraged regional channels to advocate for an immediate, peaceful resolution inside Myanmar, the geopolitical dynamics of the situation require a modernized approach. Presenting the government’s foreign policy parameters during a Special Chamber session in the Dewan Rakyat today, Lukanisman acknowledged that existing operational frameworks face structural roadblocks.

“However, the effectiveness of these efforts in achieving a long-term solution remains limited, as ASEAN’s response is constrained by its principles of non-interference and consensus-based decision-making, which restrict stronger collective action against Myanmar,” Lukanisman explained.

The Deputy Minister was responding to a parliamentary inquiry from Datuk Seri Dr Shahidan Kassim (PN-Arau) regarding the viability of multilateral agreements in securing permanent solutions. He noted that localized humanitarian protocols are currently forced to absorb the fallout of wider diplomatic stalemates.

“At the same time, the UNHCR’s mandate is limited to providing protection and assistance to refugees, without the authority to address the political causes of the crisis. As a result, current efforts are focused more on protecting human rights and delivering humanitarian aid than on achieving a comprehensive solution,” Lukanisman added.

Unchecked regional displacement carries immediate national security implications for transit states like Malaysia. The minister detailed that the ongoing asylum seeker backlogs feed transnational security hazards, including human trafficking networks, syndicates managing irregular migration channels, and maritime border vulnerabilities.

Looking ahead, Lukanisman affirmed that Wisma Putra is ready to spearhead updated regional strategies. The proposed roadmap focuses heavily on implementing rigid responsibility-sharing mechanisms across all ASEAN capitals, alongside brokering a foundational political settlement inside Myanmar to facilitate the voluntary, safe, and dignified repatriation of the Rohingya community.
