Tabung Haji RCI Findings Referred to Police, MACC, and Bank Negara for Investigation, Says Fahmi

PUTRAJAYA, Aug 12 — The findings of the Royal Commission of Inquiry (RCI) into Lembaga Tabung Haji (TH) will be formally referred to law enforcement and regulatory agencies for a full investigation, Communications Minister Datuk Seri Fahmi Fadzil announced today.

Speaking to reporters after attending the sponsorship handover ceremony for the 2026 National Day and Malaysia Day celebrations, Fahmi stated that the referral aligns with the directive issued by Prime Minister Datuk Seri Anwar Ibrahim to hold responsible parties accountable for past governance failures.

The agencies designated to review the findings include the Royal Malaysia Police (PDRM), the Malaysian Anti-Corruption Commission (MACC), enforcement authorities under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act (AMLA), Bank Negara Malaysia (BNM), and the Inland Revenue Board (IRB).

“As a start, we will hand it over to the authorities as announced by the Prime Minister, whether the PDRM, MACC, AMLA, Bank Negara or IRB, to conduct a full investigation based on all the findings,” Fahmi said.

“This includes information contained in the report, as well as additional information provided by Finance Minister II Datuk Seri Amir Hamzah Azizan and Minister in the Prime Minister’s Department (Religious Affairs) Dr Zulkifli Hasan during the special Dewan Rakyat sitting on the Tabung Haji RCI report, yesterday,” he added.

Publicly released on July 29, the RCI report documented extensive management and operational deficiencies at the pilgrim fund between 2014 and 2020. The commission put forward 25 recommendations for institutional improvement, 75 per cent of which had already been implemented by Tabung Haji as of July 30.

Addressing calls from both Barisan Nasional (BN) and Pakatan Harapan (PH) lawmakers for a second RCI to examine Tabung Haji’s operations between 2021 and 2025, Fahmi, who serves as spokesman for the MADANI Government, clarified that such a step would require formal Cabinet deliberation and royal assent.

“We all know that the decision to have the RCI was not only a Cabinet decision. As it is a Royal Commission of Inquiry, it also required the consent of the Yang di-Pertuan Agong,” Fahmi explained.

Fahmi also commented on the political dynamics during yesterday’s special parliamentary session, describing the decision by Parti Pribumi Bersatu Malaysia (Bersatu) MPs to participate in the debate as a wise move, while expressing sharp regret over the boycott staged by other Perikatan Nasional (PN) component parties.

“We must remember that this RCI was established in 2021 when PAS members and the Leader of the Opposition Datuk Seri Hamzah Zainudin were members of the Cabinet,” Fahmi noted.

“But what I regret is that they did not attend the debate at all. They have missed a good opportunity. Perhaps… I am not sure, they were there when the RCI was initiated and when it completed its work, but they refused to attend the debate. What are they running away from?” he questioned.

A total of 39 Members of Parliament participated in the debate following a ministerial briefing by Zulkifli. Several opposition lawmakers staged a walkout prior to the debate, objecting to Speaker Tan Sri Johari Abdul’s decision to proceed without Prime Minister Anwar present in the chamber.
