KUALA LUMPUR, Nov 3 – A total of 10,036 patients across Malaysia are currently living with organ failure as of October 15, 2026, underlining an urgent need for structural reforms to the national organ donation and transplant framework, announced Health Minister Datuk Seri Dr Dzulkefly Ahmad.
Dr Dzulkefly stated that reform is critical given Malaysia’s low deceased-donor rate of 1.33 per million population.
To address the bottleneck, Dr Dzulkefly chaired the inaugural meeting of the newly established National Transplant Council (MTK) on Monday, November 2, 2026. MTK was created to unify fragmented inter-agency efforts under a whole-of-government governance structure.
“Through MTK, we are bringing together ministries and agencies to improve coordination,” Dr Dzulkefly noted in an official Facebook post. “This includes emergency air transport through Mercy Flight, involving the Fire and Rescue Department and the Defence Ministry, as well as police Outrider escorts to minimise delays.”
He added that the government is studying a proposal alongside the Ministry of Transport to display registered organ donor status directly on driving licenses. The initiative will receive financial backing from the Finance Ministry and religious guidance from the Department of Islamic Development Malaysia (JAKIM).
Dr Dzulkefly outlined three main pillars of the MTK reform agenda: ensuring fair and transparent organ allocation strictly based on medical priority, building public confidence through adherence to the Human Tissues Act 1974 and religious edicts, and streamlining an integrated logistics network to minimize organ transit times.
Additionally, the Ministry of Health will intensify public awareness under the “Warisku, Hormati Ikrarku” campaign to encourage family members to honor deceased pledges.
