PUTRAJAYA, Oct 8 – The Malaysian Communications and Multimedia Commission (MCMC) confirmed Thursday that it has received a formal complaint regarding the misuse of artificial intelligence (AI) technology to generate and circulate explicit sexual images and videos allegedly involving students and teachers at a school in Kedah.
In an official statement issued on October 8, 2026, the regulatory body warned that using AI tools to generate or share explicit material targeting individuals—particularly minors—violates national communications laws and severely compromises victim safety and dignity.
MCMC confirmed that such offences fall directly under Section 233 of the Communications and Multimedia Act 1998 (Act 588) and child protection frameworks under Section 18 of the Online Safety Act 2025 (ONSA).
Legal Penalties and Inter-Agency Cooperation
The commission outlined severe statutory penalties for perpetrators while confirming a multi-agency law enforcement response:
- Statutory Penalties: Individuals convicted of creating or distributing explicit content face fines of up to RM500,000, imprisonment for up to two years, or both.
- Child Exploitation Offences: Where offences involve child victims, penalties escalate to imprisonment for up to five years under existing legal provisions.
- Inter-Agency Task Force: MCMC is coordinating investigations alongside the Communications Ministry, Home Ministry, Education Ministry, and the Royal Malaysia Police (PDRM).
- Public Advisory: Authorities urged the public to refrain from creating, uploading, or resharing explicit material involving minors, warning that circulating such media causes further harm to victims and compromises ongoing police investigations.
Members of the public holding relevant information or digital evidence regarding the case are advised to lodge reports directly with the police or MCMC via official reporting portals.
