Canadian Prime Minister Mark Carney
HAMILTON, Oct 30 – Canadian Prime Minister Mark Carney has officially launched “The Plan for a Stronger Canada,” marking the nation’s first comprehensive national security strategy in more than 20 years.
Announced on Thursday, October 29, 2026, the strategic document addresses an eroding rules-based international order and emerging threats to Canadian sovereignty, including cyberattacks and the weaponization of international trade agreements.

The newly unveiled framework establishes five primary national priorities: fortifying economic security, pursuing a disciplined foreign policy focused on partnership diversification, rebuilding the Canadian Armed Forces, safeguarding citizens against criminal and national security risks, and modernizing state intelligence capabilities.
Defence Minister David McGuinty emphasized that the initiative focuses on building a self-reliant nation capable of acting decisively as a dependable international ally. Foreign Minister Anita Anand added that Canadian security is increasingly defined by global events beyond domestic borders.
On defense and intelligence, the policy commits to expanding Canada’s domestic defense industrial base, accelerating military procurement, strengthening Arctic security, and intensifying counter-measures against foreign interference, espionage, transnational organized crime, and money laundering.
