Bersatu Signs Confidence And Supply Agreement With MADANI Government To Back Budget 2027

Bersatu CSA MADANI Government Budget 2027 Muhyiddin Yassin

KUALA LUMPUR, Oct 29 – Parti Pribumi Bersatu Malaysia (Bersatu) has officially signed a Confidence and Supply Agreement (CSA) with the MADANI Government, pledging support for the passage of the Supply Bill 2027 (Budget 2027).

The historic agreement was formally executed at Parliament House on Thursday afternoon, October 29, 2026.

Bersatu President Tan Sri Muhyiddin Yassin signed the document alongside party Vice-Presidents Datuk Dr Radzi Jidin and Datuk Seri Ahmad Faizal Azumu, as well as Bersatu MPs Datuk Mohd Suhaimi Abdullah (Langkawi), Datuk Ali Biju (Saratok), Mohd Nazri Abu Hassan (Merbok), and Datuk Azman Nasrudin (Padang Serai).

The pact was also signed by MUDA MP Syed Saddiq Syed Abdul Rahman (Muar) and six independent MPs: Datuk Dr Zulkafperi Hanapi (Tanjung Karang), Datuk Syed Abu Hussin Hafiz Syed Abdul Fasal (Bukit Gantang), Zahari Kechik (Jeli), Mohd Azizi Abu Naim (Gua Musang), Datuk Iskandar Dzulkarnain Abdul Khalid (Kuala Kangsar), and Datuk Dr Suhaili Abdul Rahman (Labuan).

Representing the Federal Government, the signing was witnessed by Deputy Prime Minister Datuk Seri Fadillah Yusof, Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said, and the Prime Minister’s Senior Political Adviser Tengku Datuk Seri Zafrul Abdul Aziz.

Beyond backing the Budget 2027 vote, the CSA binds participating opposition and independent lawmakers to support key institutional reform legislations, including capping the Prime Minister’s tenure to two terms and separating the powers of the Attorney-General and Public Prosecutor.

Speaking at a media conference following the ceremony, Muhyiddin stated that the cooperation mirrors the bipartisan agreement signed during former Prime Minister Datuk Seri Ismail Sabri Yaakob’s administration.

“The sole objective is to foster greater national stability and to manage critical matters affecting the people, particularly the economy, the cost of living and other related issues,” Muhyiddin emphasized.

However, Muhyiddin clarified that the pact does not signify Bersatu joining the governing coalition, confirming that the party will remain firmly in the opposition to fulfill its check-and-balance mandate.

Parliamentary Signatories, Key Reform Commitments, and Coalition Boundaries

Key signatories, institutional reform commitments, and political positions established under the agreement include:

  • Bersatu Leadership Signatories: Signed by Tan Sri Muhyiddin Yassin, Datuk Dr Radzi Jidin, Datuk Seri Ahmad Faizal Azumu, and four MPs (Langkawi, Saratok, Merbok, Padang Serai).
  • MUDA & Independent Signatories: Signed by Muar MP Syed Saddiq Syed Abdul Rahman alongside six independent MPs (Tanjung Karang, Bukit Gantang, Jeli, Gua Musang, Kuala Kangsar, Labuan).
  • Key Institutional Reforms Covered: Guarantees parliamentary votes to enact a two-term limit for the Prime Minister and separate the roles of the Attorney-General and Public Prosecutor.
  • Opposition Status Retained: Muhyiddin confirmed Bersatu remains in opposition to maintain checks and balances, focusing the CSA solely on fiscal stability and economic relief.
