PUTRAJAYA, Aug 22 — Applications for foreign worker recruitment are now processed entirely online through the Foreign Workers Centralised Management System (FWCMS), eliminating the need for employers to submit manual documents or make walk-in visits starting today.
The Ministry of Human Resources (KESUMA) stated that the digitalisation push aims to streamline recruitment procedures by minimizing repeated visits to government counters, cutting waiting times, and establishing a more transparent and organized workflow.
However, KESUMA emphasized that digitalizing the application pipeline does not signal a relaxation of hiring standards or regulatory oversight.
“All applications remain subject to scrutiny, relevant laws, eligibility requirements, foreign worker employment policies and reviews by the relevant Regulatory Agencies (AKS),” the ministry said in a statement today.
Under the updated online workflow, the application sequence begins with employers securing prior authorization under Section 60K of the Employment Act 1955, culminating in the issuance of a Conditional Approval Letter (SKB).
KESUMA noted that the SKB can be issued within 14 days, provided applications are fully completed and satisfy all stipulated criteria. Employers can access the portal directly at www.fwcms.com.my.
Addressing sectoral allocations, KESUMA highlighted that a phased quota distribution model is currently being executed following the opening of a 15,000-worker quota for the restaurant industry, previously announced by Prime Minister Datuk Seri Anwar Ibrahim on July 24.
“Of the quota, 5,000 foreign workers involving 1,033 employers who have undergone case-by-case interviews are currently being processed for approval,” KESUMA confirmed, advising employers who have completed interviews or intend to submit new requests to complete the process through FWCMS.
In a related development, KESUMA disclosed that plans to establish a Foreign Worker Transit Centre at Kuala Lumpur International Airport (KLIA) are being refined. The initiative, designed to alleviate arrival hall congestion during peak immigration clearance periods, will be launched as a pilot project in the near future.
