13 Held Over Alipay Accounts Used to Move Scam Proceeds

TELUK INTAN, Oct 2 – Perak police have dismantled a syndicate that allegedly utilized Alipay accounts registered with Malaysian passport details to launder proceeds from online gambling scams targeting mainland Chinese nationals.

Perak Police Chief Datuk Mohd Alwi Zainal Abidin announced during a press conference at the Hilir Perak District Police Headquarters on Friday that 13 suspects—comprising five local citizens and eight Myanmar nationals aged between 20 and 44—were arrested during two separate raids in Teluk Intan on September 28, 2026.

The suspects are believed to have functioned as syndicate leaders and processing agents operating a payment gateway mechanism for illicit funds.

Modus Operandi and Seizures

Preliminary investigations revealed that the group had been operational since mid-July 2026, establishing approximately 60 Alipay accounts using personal identification details provided by local residents.

The syndicate’s operational method involved:

  • Recruitment Incentive: Offering RM500 cash to local individuals willing to provide Malaysian passport details and undergo live facial scans on mobile devices to activate Alipay accounts.
  • Transaction Processing: Earning a 2 per cent commission on every transaction processed, yielding an estimated daily income of RM2,000.
  • Property Confiscated: Confiscating 65 mobile devices, 71 SIM cards, eight Malaysian passports, one laptop, and an SUV valued at RM190,000 during the Sept 28 police action.

The case is currently being investigated under Section 424A and Section 120(b) of the Penal Code.

Update on Bidor Petrol Station Shooting Investigation

Addressing a separate incident, Mohd Alwi updated media on the ongoing investigation into the shooting of a 41-year-old local businessman at a petrol station in Bidor Sentral at approximately 6:00 PM on September 29, 2026.

Police have recorded statements from 10 witnesses, including the victim, who is reported in stable condition following surgery at Seri Manjung Hospital for a gunshot wound to his left shoulder. Mohd Alwi confirmed that law enforcement has not ruled out possible secret society or gang involvement as investigations continue.
