IPOH, Oct 4 – The government will allow legal proceedings to take their natural course following a civil suit filed by the family of late teenager Yap Shing Xuen, according to Deputy Minister in the Prime Minister’s Department (Law and Institutional Reform) M. Kulasegaran.

Yap, a Form Four student, died after being stabbed by a male student at a secondary school in Bandar Utama, Petaling Jaya, on October 14 last year.

Speaking to reporters after officiating the MADANI Kita Programme with the Buntong community in Ipoh on Sunday, October 4, 2026, Kulasegaran declined to comment on the specifics of the lawsuit, stating he lacked complete details on the filing.

“Actions by the government and police will follow the usual procedures unless something extraordinary occurs,” Kulasegaran said.

Drafting New Legislation and Mental Health Focus

In response to queries regarding whether legal frameworks should be strengthened to incorporate mental health considerations, Kulasegaran revealed that the government is currently drafting new legislation to address mental health issues.

Key initiatives and observations highlighted by the Deputy Minister include:

  • Inter-Agency Consultations: Ongoing discussions are being held with government agencies and non-governmental organizations (NGOs) to prioritize mental health concerns, particularly among youth.
  • Parental Guidance: Kulasegaran emphasized the importance of guiding parents to better understand their children’s changing emotional and psychological needs.

Details of the Civil Lawsuit

The civil suit was filed at the Kuala Lumpur High Court on October 1, 2026, through Messrs Surendra Ananth by the victim’s mother, Wong Lee Ping, and her elder sister.

The defendants named in the legal action include several government agencies, the teenage boy who committed the fatal attack, and his parents.

The family stated that the suit aims to establish accountability and prevent similar tragedies, maintaining that appropriate measures—particularly concerning student mental health management—could have averted the fatal incident.
