KUALA LUMPUR, Oct 16 – The Weststar Group, Universiti Pertahanan Nasional Malaysia (UPNM), and Universiti Teknologi PETRONAS (UTP) are exploring strategic trilateral cooperation to advance indigenous technology development, emphasizing dual-use innovations for both military and civilian applications to bolster national defense and energy resilience.
In an official statement released by UPNM, the proposed framework encompasses joint research initiatives, interdisciplinary leadership development, and joint academic degree offerings.
The strategic alignment was formalized during a high-level working visit to UTP’s main campus in Seri Iskandar, Perak, on Thursday, October 15, 2026. The visiting delegation was led by UPNM Board of Directors Chairman and Managing Director of The Weststar Group, Tan Sri Syed Azman Syed Ibrahim, alongside UPNM Vice-Chancellor Lieutenant-General Datuk Arman Rumaizi Ahmad, and was received by UTP President Mohamed Firouz Asnan.
Lieutenant-General Datuk Arman Rumaizi highlighted that combining UPNM’s strategic defense framework, UTP’s engineering research capabilities, and Weststar’s industrial execution strength creates a robust platform aligned with the government’s whole-of-nation security strategy.
“The combined expertise of the two universities, together with industry participation, opens up opportunities to develop high-impact technological solutions that not only support defence needs but also contribute to the country’s security and self-reliance,” Arman Rumaizi stated.
Strategic Scope, Energy Security Priorities, and Technical Exploration
The trilateral engagement outlines focused research tracks and commercialization goals across multiple defense and energy sectors:
- Energy Infrastructure Protection: Collaboration will focus on safeguarding critical energy assets, developing operational cybersecurity protocols for power distribution networks, ensuring resilient fuel and energy supply chains for military deployments, and securing maritime energy corridors.
- Geopolitical & Crisis Preparedness: The academic and industry partners will collaborate on crisis management frameworks and strategic policy formulation to enhance Malaysia’s energy sovereignty amidst global supply chain disruptions and geopolitical volatility.
- Advanced Research Briefings: UTP researchers briefed the delegation on cutting-edge developments in nuclear technology, energy harvesting and storage systems, advanced composite materials, e-mobility infrastructure, autonomous navigation, bio-renewable tech, carbon accounting tools, and halal supply chain blockchain applications.
- Next Steps for Implementation: Senior leadership and academic research teams from UPNM, UTP, and The Weststar Group will conduct joint working sessions to pinpoint specific research, development, and commercialization projects. Detailed parameters for university twinning programs and technical focus areas will be finalized by executive management in upcoming sessions.
The tripartite collaboration aims to bridge academia and industry to advance national technological self-reliance and secure critical defense infrastructure.
