Tuanku Muhriz Revokes Negeri Sembilan Exco Appointments Over Oath Breach

SEREMBAN, Sept 20 — The Yang di-Pertuan Besar of Negeri Sembilan, Tuanku Muhriz Tuanku Munawir, has revoked the appointments of all members of the state executive council with immediate effect after they were found to have violated their oath of office.

The royal decision was announced in a statement issued by Istana Besar Seri Menanti late Sunday night. According to the media release, the council members had taken and signed an oath and pledge of allegiance before the Ruler on August 7 prior to their official appointment.

Under Article XXXVIII(5) of the Laws of the Constitution of Negeri Sembilan 1959, an executive council member, with the exception of the Menteri Besar, holds office at the pleasure of the Yang di-Pertuan Besar.

The Istana explained that the Exco members had pledged allegiance to the Ruler and the Royal Institution, undertaken to protect and preserve the sovereignty of the state Constitution, and acknowledged the authority vested in the Dewan Keadilan dan Undang. However, they breached that oath by their actions and statements on September 15.

Following the breach, Tuanku Muhriz exercised his constitutional authority to revoke their appointments immediately, with each affected member informed individually through an official letter. The statement was issued by Dato’ Azizi Mohamad Ali, Comptroller of the Royal Household of Istana Besar Seri Menanti, and dated September 20, 2026.

In the wake of the dismissals, Menteri Besar Datuk Ismail Lasim is required to present a new list of executive council candidates for the consideration and consent of the Yang di-Pertuan Besar, pursuant to Article XXXVIII(2) of the state Constitution.

Tuanku Muhriz emphasized that the Menteri Besar must ensure the administration of Negeri Sembilan continues without disruption and in strict accordance with the state Constitution, adding that the interests of the people must remain fully safeguarded throughout the leadership transition.

The affected council members whose appointments were revoked include Datuk Mohd Faizal Ramli (Rural and Regional Development), Datuk Mustapha Nagoor (Youth and Sports Development), Datuk Zaifulbahri Idris (Education, Higher Education and Human Capital), and Siow Kong Choon (Local Government Development, Housing and Non-Islamic Affairs).

Also impacted are Siti Nur Umaira Hasim (Women, Family and Community Development), Datuk Mohd Asna Amin (Industry, Technology, Innovation and Digital), Datuk Mohd Razi Mohd Ali (Agriculture, Food Security and Cost of Living), Suhaimizan Bizar (Health, Unity, Information, National Integration and Non-Governmental Organisations), Mohd Fairuz Mohd Isa (Entrepreneurship, Human Resources, Climate Change, Cooperatives and Consumerism), and Datuk Razali Abu Samah (Tourism, Arts, Culture and Heritage).
