WASHINGTON, Sept 30 – US President Donald Trump and chief executives from the world’s leading technology firms signed a landmark agreement on artificial intelligence (AI) safety aimed at establishing guardrails for the development and deployment of advanced AI systems.

Sharing a copy of the accord on his Truth Social platform, Trump confirmed that the White House Accord on “Super Intelligence”—titled the “Joint Commitment on Frontier Responsibilities”—sets out a framework requiring frontier model developers to implement multi-layered internal processes and risk controls.

The agreement obligates participating AI developers to institute a four-layer control and audit framework across their model lifecycles:

1. Internal Technical Controls: Establishing system-level monitoring to track model alignment and mitigate cybersecurity, biosecurity, and chemical threats, while preventing unauthorized system access or hacking behaviors.
2. Internal Verification Teams: Deploying dedicated internal units to verify that risk monitoring mechanisms function effectively and address detected operational anomalies.
3. Independent External Audits: Engaging third-party evaluators to independently audit safety controls and system performance metrics.
4. Board-Level Oversight: Creating specialized independent board committees to review audit findings from both internal teams and external assessors.

Under the terms of the accord, industry leaders will hold regular meetings to codify safety standards and share best practices. While currently structured as a voluntary commitment, the framework includes provisions allowing its core requirements to be integrated into federal laws or regulatory mandates in the future.

Key industry signatories alongside President Trump include Google CEO Sundar Pichai, Anthropic CEO Dario Amodei, Meta CEO Mark Zuckerberg, OpenAI co-founder Greg Brockman, xAI CEO Elon Musk, and Nvidia CEO Jensen Huang.
