PUTRAJAYA, Oct 1– The Parliamentary Services Act 2025 (Act 869) alongside related amendments to the Federal Constitution formally come into force today, October 1, 2026.

Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said described the law’s enactment as a major landmark for the MADANI Government’s institutional reform agenda. The move marks a historical milestone for the Malaysian Parliament 34 years after the original Parliamentary Services Act 1963 (Act 394) was repealed in November 1992 under the Constitution (Amendment) Act 1992 (Act A837).

“More than three decades on, Act 869 restores Parliament’s autonomy by creating a dedicated parliamentary service, giving it greater independence and efficiency in managing its administration, human resources and affairs,” Azalina stated on Thursday. “This will further strengthen Parliament’s position as the highest legislative body in the country’s parliamentary democracy.”

Azalina conveyed the MADANI Government’s gratitude to His Majesty Sultan Ibrahim, King of Malaysia, for granting royal assent to fix October 1, 2026, as the official enforcement date for Act 869 and its accompanying constitutional amendments.

She noted that the reform underscores the government’s commitment to reinforcing the doctrine of separation of powers and maintaining robust checks and balances across the legislative, executive, and judicial branches.

“With stronger institutional autonomy, Parliament can carry out its constitutional functions and responsibilities to the people more independently, effectively and credibly,” she added, extending appreciation to Prime Minister Datuk Seri Anwar Ibrahim, the Cabinet, and civil society organisations for their contributions.
