MAF And MACC Sign Bilateral Pact To Elevate Governance And Anti-Corruption Enforcement

MAF MACC anti corruption cooperation agreement

KUALA LUMPUR, Oct 19 – The Malaysian Armed Forces (MAF) and the Malaysian Anti-Corruption Commission (MACC) have formalized a strategic memorandum of cooperation (MoC) aimed at curbing corruption, improving governance, and eliminating systemic vulnerabilities within military procurement.

The agreement was executed at MAF Headquarters in Kuala Lumpur on Monday, October 19, 2026, following a high-level bilateral meeting between MACC Chief Commissioner Datuk Seri Abd Halim Aman and Chief of Defence Force General Tan Sri Malek Razak Sulaiman.

According to a statement issued by MAF Headquarters, the collaboration focuses on institutional capacity-building, intelligence sharing, and structural reform.

“The MoC marks a continuation of the MAF leadership’s commitment to comprehensively address weaknesses in organisational management, particularly in procurement and financial administration,” the statement emphasized.

Executive Signatories and Operational Focus

Key highlights and organizational pillars of the bilateral anti-corruption framework include:

  • Executive Signatories: The MoC was signed by Director-General of Defence Intelligence Lieutenant General Datuk Fazal Abdul Rahman and MACC Intelligence Division Senior Director Datuk Saiful Ezral Arifin, witnessed by General Tan Sri Malek Razak Sulaiman and MACC Chief Commissioner Datuk Seri Abd Halim Aman.
  • Procurement Integrity: The agreement sets out structured oversight over defense supply chains, financial management, and equipment acquisition pipelines to prevent corruption.
  • Core Directive Alignment: The partnership operationalizes the second pillar of the 24th Chief of Defence Force’s maiden directive, “Tatakelola Tuntas, Integriti Terpelihara” (Robust Governance, Preserved Integrity).
  • Operational Readiness Metric: MAF leadership underscored that “integrity is a form of combat strength, while public trust serves as the organisation’s primary shield”.

The joint initiative reflects ongoing efforts across security agencies to boost operational credibility and public confidence through institutional transparency.
