Legal Action Initiated Against MyEG And Zetrix Over Revenue Arrears, Confirms Transport Minister

Legal action MyEG Zetrix revenue arrears Anthony Loke

KUALA LUMPUR, Oct 27 – The Malaysian Government is initiating legal proceedings, including civil suits, against MyEG Sdn Bhd and Zetrix AI Bhd for failing to remit outstanding government revenue collections and late payment penalties within the stipulated timeframe.

Transport Minister Anthony Loke informed the Dewan Rakyat on Tuesday, October 27, 2026, that the government views the non-remittance of public revenue with extreme gravity, stating that collection agents must never utilize government collections as corporate operational liquidity.

“Government collections must not be used as part of a company’s operating funds, while any delay in handing over the money constituted a serious breach of the terms of the agreement,” Loke emphasized during his ministerial winding-up speech on the Supply Bill 2027 (Budget 2027).

The legal action follows the government’s suspension of MyEG and Zetrix AI as Road Transport Department (JPJ) collection agents after the firms failed to remit RM314 million collected between May 19 and September 30, 2026.

Full settlement of all outstanding revenue arrears and late-transfer financial penalties remains an absolute prerequisite before any future extension or operational reconsideration is granted by the Transport Ministry (MOT).

Revenue Reform Controls, ECRL Dynamic Pricing, and National Maritime Master Plan

Key systemic policy updates, revenue governance reforms, and transportation master plan highlights outlined by the Transport Minister include:

  • Treasury Minor Receipts Account Mechanism: MOT, the Ministry of Finance, and the Accountant General’s Department are formulating a direct-channeling mechanism through the Treasury Minor Receipts Account to ensure collections bypass third-party intermediary bank accounts entirely.
  • Automated System Suspension (T+1 Rule): The Accounts Receivable module under the Government Revenue Management System will be upgraded to automatically suspend agency transactions if collected revenue is not remitted within one working day (T+1).
  • Mandatory Parent Company Bank Guarantees: Future appointed revenue collection agents will be legally required to provide bank guarantees issued by their parent companies to prevent financial leakage risks.
  • East Coast Rail Link (ECRL) Fare Structure: ECRL passenger fares will utilize a dynamic pricing framework incorporating travel duration, booking windows, and seat tiers to balance commercial operator sustainability with public affordability. ECRL Operations Sdn Bhd is also evaluating commuter travel passes and family fare packages for regular travel between the East Coast and the Klang Valley.
  • National Maritime Master Plan 2027: MOT has appointed a specialized consultancy firm to draft a comprehensive national maritime master plan expected to be finalized in Q2 2027, focusing on domestic shipping enhancements and cabotage policy refinements between Peninsular Malaysia, Sabah, and Sarawak.
