KUALA LUMPUR, Nov 7 – His Majesty Sultan Ibrahim, King of Malaysia, decreed that the implementation of the conditional pardon granted to former Prime Minister Datuk Seri Najib Tun Razak—allowing him to serve the remainder of his prison sentence under house arrest—must be respected in keeping with the Constitutional Monarchy and the Rule of Law.
In an official statement issued by Istana Negara and published on His Majesty’s Facebook page on Saturday, November 7, 2026, the King emphasized that decisions rendered under Article 42 of the Federal Constitution must be carried out as decreed, without provoking ongoing public confusion or legal uncertainty.
“The royal prerogative of pardon is provided for under Article 42 of the Federal Constitution. The exercise of this power must be respected in keeping with the position of the Constitutional Monarchy and the principles of the Rule of Law,” His Majesty declared. “Since all conditions stipulated in the conditional pardon order have been fulfilled, any arguments disputing the order would amount to defying the decree of the Yang di-Pertuan Agong.”
Sultan Ibrahim clarified that the conditional order was granted following due consultation with Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh and Attorney-General Tan Sri Mohd Dusuki Mokhtar during the Federal Territories Pardons Board meeting on September 18, 2026. The decree stipulated that Najib serve his remaining sentence under house arrest until August 23, 2028, subject to the full payment of an RM50 million fine.
The King stressed that the conditional pardon order was explicit, unambiguous, and entirely separate from any other active court cases involving Najib.
His Majesty’s decree followed an announcement by the Attorney-General’s Chambers (AGC) on Friday, November 6, stating that the implementation of Najib’s house arrest had been temporarily deferred. The AGC noted that the deferment was necessary to examine legal interpretations surrounding the Conditional Pardon Order alongside the High Court’s Order of Discharge issued after Najib settled the RM50 million fine.
The AGC maintained that the temporary pause was not intended to challenge the royal decree but to ensure precise legal alignment, during which time Najib remains detained at Kajang Prison. Najib’s representative, Ahmad Lutfi Azhar, finalized the RM50 million fine payment at the Kuala Lumpur High Court Criminal Registry at 11:30 AM on Friday.
