KDN Approves RM172 Million To Upgrade Border ICQs And Security Posts In Sarawak

KDN Sarawak border ICQS RM172 million upgrade

KUALA LUMPUR, Oct 13 – The Ministry of Home Affairs (KDN) has approved three major infrastructure projects costing a total of RM172 million to construct and upgrade immigration, customs, and security facilities along the Sarawak-Kalimantan border.

The details were published in a written reply on the Parliament website on Tuesday, October 13, 2026, in response to a query from Datuk Ali Biju (PN-Saratok) regarding border infrastructure spending in Sarawak.

The border upgrades aim to enhance national security, facilitate cross-border trade, and modernize border enforcement infrastructure adjacent to Indonesia’s new capital region.

Project Timelines, Special Allocations, and Sabah Border Updates

KDN outlined specific project implementation timelines across Sarawak and Sabah border sectors:

  • Major Sarawak Border Projects: Upgrading the Tebedu ICQS Complex in Serian is valued at RM100 million with completion targeted for January 2029. Construction of the Serikin Immigration Post and Quarters in Bau is budgeted at RM50 million (completion in December 2027), while the Telok Melano Post and Quarters in Sematan is allocated RM22 million (completion in December 2028).
  • Special RM1 Billion Border Allocation: Five additional border development initiatives in Sarawak were approved under a dedicated RM1 billion nationwide fund, including repair works at the Tedungan ICQS in Limbang (RM5.4 million, completion in October 2027) and Pandaruan ICQS in Limbang (RM1.8 million, completion in November 2026).
  • Sabah Bantul-Lumbis ICQS Progress: Approved at a cost of RM38.1 million, the Bantul-Lumbis ICQS in Sabah is currently under procurement following a tender advertisement issued on August 26. The tender period closes on October 21, with the Letter of Acceptance (SST) slated for December 23, 2026, and site handover scheduled for January 11, 2027.
  • Serudong-Simanggaris Border Boundary Status: Preliminary works for the RM5 million Serudong-Simanggaris ICQS project were completed in October 2024; however, physical construction remains contingent upon ongoing international negotiations between Malaysia and Indonesia to finalize the development boundary line.
  • Expenditure Figures Clarification: KDN clarified that previously announced figures of RM819 million for Serudong-Simanggaris and RM367 million for Bantul-Lumbis do not represent actual incurred expenditure, which will be determined by procurement outcomes and project execution milestones.

Government enforcement agencies continue to work closely with local authorities to expedite land acquisition and procurement steps across all border posts.
