JOHOR BAHRU, Oct 20 – The Johor Road Transport Department (JPJ) issued 7,804 summonses totaling RM1.17 million under the Vehicle Entry Permit (VEP) scheme between January 1 and October 18, 2026.
According to Johor JPJ Director Zulkarnain Yasin, the enforcement figures followed comprehensive checks conducted on 120,740 foreign-registered vehicles at the state’s primary land border checkpoints—the Sultan Iskandar Building (BSI) ICQ Complex and the Sultan Abu Bakar Complex (KSAB) Second Link.
Despite the high volume of fines issued, Zulkarnain noted that overall non-compliance among foreign motorists remains relatively low when compared against total border traffic volume.
Border Enforcement Protocols and On-the-Spot Payments
Key operational measures and compliance directives deployed by Johor JPJ include:
- Mobile Payment Units: Mobile JPJ vans and enforcement squads have been deployed at both BSI and KSAB to facilitate immediate settlement of VEP fines on-site and prevent compound backlog.
- Exit Restrictions: No foreign vehicles have been barred from exiting Malaysia at either land border checkpoint, as drivers have complied with on-the-spot payment requirements.
- Excuses Dismissed: Authorities rejected claims by certain foreign motorists who asserted ignorance of VEP rules, reiterating that full enforcement measures have been active and widely publicized.
- System Readiness: Technical teams remain stationed continuously at BSI and KSAB to resolve potential IT or operational glitches in real time.
Border operations will continue uninterrupted at both land checkpoints to ensure full regulatory compliance by foreign vehicle operators.
