Home Ministry Directs Agencies to Integrate AI into Core Functions, Launches Digital Human

PUTRAJAYA, Sept 14 — The Home Ministry (KDN) has directed all agencies under its purview to integrate artificial intelligence (AI) into their core operations to enhance overall productivity, efficiency, and public service delivery, Home Minister Datuk Seri Saifuddin Nasution Ismail announced today.

The directive forms part of the ministry’s “AI for KDN, KDN for AI” framework developed over the past three years, with staff AI readiness currently reaching 75 percent. Agency leadership across departments—including the Royal Malaysia Police (PDRM), the Immigration Department, and the National Registration Department (NRD)—must now drive the operational execution of AI tools within their respective core functions.

As a practical application, PDRM is deploying AI technology to generate initial drafts of investigation papers before formal review and verification by investigating officers (IOs) holding the rank of Inspector prior to submission to the Deputy Public Prosecutor (DPP). The initiative aims to streamline case management given that the police force handles approximately 400,000 public reports each month.

“Using AI technology in investigation papers means producing the first draft. But before it is submitted to the DPP, the IO with the rank of Inspector is responsible for verifying it,” Saifuddin Nasution said.

To further improve public engagement, KDN officially launched the ‘AI Digital Human’ initiative, an interactive system capable of handling public enquiries across multiple languages, including Mandarin, Arabic, and Japanese. The ministry also plans to expand AI implementation through multilingual airport kiosks to assist foreign tourists in lodging police reports.

Saifuddin Nasution highlighted that KDN was previously the first ministry to utilize AI for drafting responses to parliamentary questions during Dewan Rakyat sittings before final officer review.

Alongside the AI tools, the minister also unveiled two integrity and operational frameworks for the Malaysian Volunteer Corps Department (RELA): the RELA Anti-Corruption Strategies (RACS) and the RELA Security and Operations Control Manual (MKKOR). RACS aims to maintain high integrity standards among volunteer personnel, while MKKOR provides mandatory operational guidelines for RELA members conducting roadblocks, area security, and border control duties.
