KUALA LUMPUR, Oct 12 – Efforts to bridge healthcare access disparities between urban centers and rural communities alongside the policy-stage debate on Budget 2027 are set to dominate discussions during Monday’s Dewan Rakyat sitting.

According to the official Parliamentary Order of Business released on October 12, 2026, lawmakers will address critical questions touching on public healthcare, export dependency, national security, climate policy, and cooperative governance.

The parliamentary session marks the opening of the Third Meeting of the Fifth Session of the 15th Parliament, scheduled to span 37 days until December 8.

Key Parliamentary Questions and Legislative Schedule

Parliamentary proceedings will cover several high-priority topics during the oral question-and-answer session before transitioning to budget debates:

  • Healthcare Disparities: Datuk Seri Jalaluddin Alias (BN-Jelebu) will ask the Health Minister to detail government interventions aimed at narrowing the distribution gap of medical doctors, specialists, and diagnostic facilities between urban hospitals and rural healthcare centers.
  • Semiconductor Export Vulnerabilities: Muhammad Fawwaz Mohamad Jan (PN-Permatang Pauh) will query the Investment, Trade and Industry Minister regarding economic risks associated with relying heavily on the electrical and electronics (E&E) sector—which accounts for nearly half of Malaysia’s total exports—and seek diversification strategies against semiconductor market downturns.
  • Inaugural MARA Hospital: Mohd Isam Mohd Isa (BN-Tampin) will request the Rural and Regional Development Minister to present the strategic rationale, location, bed capacity, specialization areas, estimated costs, and operational timelines for establishing the nation’s first MARA hospital.
  • Perlis Border Security: Rushdan Rusmi (PN-Padang Besar) will ask the Home Minister to outline integrated enforcement measures to curb human smuggling, narcotics trafficking, and contraband movement across unofficial border points in Perlis.
  • Carbon Tax Implementation: Jimmy Puah Wee Tse (PH-Tebrau) will seek updates from the government regarding long-term climate policies and the official timeline for rolling out the postponed national carbon tax.
  • FELDA Cooperative Share Redemptions: Kamal Ashaari (PN-Kuala Krau) will press the Entrepreneur and Cooperatives Development Minister on government oversight to ensure Koperasi Permodalan FELDA Malaysia Berhad (KPF) settles overdue share redemption payouts to more than 9,000 members.
  • Budget 2027 Debate Timeline: Lawmakers will commence the policy-stage debate on the Supply Bill 2027 following the budget tabling by Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim. The policy debate will take place from October 12 to 22, followed by ministerial winding-up speeches starting October 26.
