Development Funds Reaching All Constituencies Regardless Of Political Affiliation, PM Assures

Anwar Ibrahim constituency development allocations Dewan Rakyat

KUALA LUMPUR, Oct 27 – Development allocations intended for public welfare and local infrastructure are continuously distributed across all parliamentary constituencies in Malaysia, regardless of the political affiliation of their sitting Members of Parliament (MPs), Prime Minister Datuk Seri Anwar Ibrahim affirmed.

Speaking during Minister’s Question Time in the Dewan Rakyat on Tuesday, October 27, 2026, the Prime Minister clarified that the MADANI administration maintains an equitable distribution model for community upgrades—such as repairing dilapidated schools, upgrading religious institutions, maintaining village roads, and restoring mosques.

“And to assume that no allocations have been approved is something I disagree with, because allocations for the people are being provided,” Anwar stated in response to a supplementary question from Opposition MP Datuk Che Mohamad Zulkifly Jusoh (PN-Besut).

Che Mohamad Zulkifly had asked whether the federal government plans to codify equal Constituency Development Fund (CDF) allocations into law for all MPs regardless of party alignment, citing earlier Pakatan Harapan manifesto commitments.

Anwar explained that public confusion often arises from distinguishing between direct cash allocations to MPs versus federal funds spent on infrastructure development within opposition-held seats.

Funding Mechanisms, Opposition Agreements, and District-Level Allocations

Key details regarding federal project distribution, state budget growth, and specific constituency projects include:

  • Terengganu Federal Budget Increase: Citing state-level comparisons, Anwar highlighted that federal allocations for Terengganu rose significantly from RM6 billion under the 2022 administration to RM8.2 billion allocated for 2027.
  • Project Determination Process: Development funds are not handed directly to individual MPs—even within government parties—but are determined through structural consultations involving ministries, state governments, statutory agencies, and district offices.
  • Direct MP Funding & CSA Model: The Prime Minister noted that direct financial allocations to opposition MPs were historically executed through formal bi-partisan negotiations under a Confidence and Supply Agreement (CSA).
  • RM123 Million Approved For Besut: Addressing the opposition MP’s constituency directly, Anwar revealed that RM123 million has been approved for 197 projects across Besut, spanning flood mitigation, healthcare, housing, and education.
  • Key Infrastructure Projects In Besut: Major federal projects highlighted in Besut include the RM8 million Sungai Besut rehabilitation, the Jertih integrated bus and taxi terminal, an RM18 million security enhancement project at Gong Kedak Air Base, and a new RM37 million district health clinic.
