APAD Announces Phased Implementation For Express Bus Ticket System Regulations

APAD express bus ticket sales licensed terminals phased implementation

KUALA LUMPUR, Nov 5 – The enforcement of regulations mandating that all express bus ticket sales be coordinated strictly through licensed bus terminals and registered operators’ digital platforms will be implemented in phases rather than strictly taking effect on the original November 1 target date.

In a statement issued on Thursday, November 5, 2026, the Land Public Transport Agency (APAD) explained that the phased transition (“soft landing”) is designed to give terminal management companies and express bus operators sufficient time for technical and operational adjustments.

The transition period will allow operators to complete ticketing system updates, integrate digital platforms, and align operational processes without disrupting ongoing bus services for commuters.

“This approach aims to provide sufficient space for the industry to stabilise their respective operations and ensure that the transition process can be carried out in an orderly manner so as not to disrupt services to the public,” APAD stated.

During this phased transition period, passengers can continue buying and booking express bus tickets using existing channels and existing online platforms until further notice.

For online bookings, APAD advised passengers to verify their travel confirmations directly with licensed bus terminals or authorized ticketing channels in accordance with standard boarding procedures.

APAD and the Ministry of Transport stated they will continuously monitor industry technical readiness before announcing firm compliance dates for subsequent implementation phases.

Transition Terms, Passenger Guidance, and Implementation Framework

Key policy details, technical integration steps, and commuter guidance include:

  • Implementation Strategy: Phased rollout (“soft landing”) replacing the rigid November 1, 2026 enforcement date.
  • Commuter Guidance: Existing purchasing channels and booking methods remain valid during the transition period.
  • Technical Mandate: Terminal management and bus operators must integrate digital platforms and align ticketing software.
