MOH Planning Public Healthcare Capacity Needs Amid Rising Medical Insurance Costs

GEORGETOWN, Sept 13 – The Ministry of Health (MOH) is actively planning healthcare service requirements and financial needs to ensure public hospitals remain prepared for a potential increase in patient volume driven by rising private medical insurance costs.

Speaking to reporters after officiating the Malaysian Trauma Conference (MTC) 2026 in George Town on Sunday, Director-General of Health Datuk Dr Mahathar Abd Wahab highlighted that operational and capacity projections form a fundamental part of the ministry’s routine and long-term planning. “In the healthcare sector, particularly the public sector, we make projections as part of our day-to-day and long-term planning to anticipate what may happen and so on,” Dr Mahathar explained. “These projections form one of the bases for planning and government financial support to ensure healthcare service needs can be met.”

The director-general’s comments follow public concern highlighted by KSI Strategic Institute for Asia Pacific president Tan Sri Michael Yeoh, who cautioned that health insurance premiums escalating by up to 20 per cent annually could place an unsustainable financial burden on households and divert more patients toward public healthcare facilities.

Acknowledging these worries, Dr Mahathar confirmed that MOH and the Ministry of Finance (MOF) are working closely via a joint committee to examine the broader issue. Key efforts include reviewing the government’s proposed Medi-Asas programme, an insurance and takaful protection model aimed at widening access to affordable and sustainable medical coverage for citizens. He clarified, however, that primary oversight over premium structures and insurance market regulations falls under the purview of respective financial regulatory authorities.
