Dewan Rakyat to Hold Special Continuous Session Tomorrow to Debate Tabung Haji RCI Findings

KUALA LUMPUR, Aug 10 — The Dewan Rakyat will convene tomorrow for a high-stakes special sitting dedicated entirely to discussing and deliberating the Royal Commission of Inquiry (RCI) Report on Lembaga Tabung Haji (TH).

According to the official parliamentary portal schedule for the Special Meeting of the Fifth Session of the 15th Parliament, the lower house will sit for a single day starting at 10:00 am, with proceedings broadcast live on the Malaysian Parliament’s official YouTube platform and state media channels.

The special sitting will commence with an opening briefing by Minister in the Prime Minister’s Department (Religious Affairs) Dr Zulkifli Hasan, who will formally present the findings of the 211-page RCI report, followed immediately by a question-and-answer session and floor debates by Members of Parliament (MPs).

The parliamentary debate will culminate in a joint wrap-up session delivered by Dr Zulkifli alongside Second Finance Minister Datuk Seri Amir Hamzah Azizan.

To ensure lawmakers have sufficient time to thoroughly dissect the report, Dewan Rakyat Speaker Tan Sri Johari Abdul agreed to hold the special sitting without traditional breaks, Communications Minister Datuk Seri Fahmi Fadzil confirmed last Wednesday. Fahmi noted that between 35 and 40 MPs have already indicated their intention to participate in the debate.

Publicly released on July 29, the comprehensive RCI report details severe structural and operational deficiencies that plagued the country’s pilgrimage fund between 2014 and 2020.

Among its main revelations, the report exposed widespread governance failures, excessive political interference in executive decisions, and profit distributions conducted without accounting for asset depreciation or declines in investment fair values.

Most notably, the RCI established that Tabung Haji should have posted a net loss of RM1.4 billion for the 2017 financial year, rather than the RM3.4 billion net profit reported in its official statements, had Malaysian Financial Reporting Standards (MFRS) been strictly applied.

The commission concluded that TH’s financial condition had reached a critical threshold, marked by a systemic asset-liability deficit persisting since 2014 and compounded by unaddressed investment impairments.

Key factors driving the financial crisis included excessive grant payouts, creative accounting practices, indecisiveness on the part of the Auditor-General, an overextended institutional vision, and the escalating financial burden of Hajj Financial Assistance (HAFIS).

Citing evidence of suspicious transactions and intentional information concealment, the report recommended conducting immediate forensic audits and urged law enforcement agencies to act swiftly on all police reports and formal complaints filed regarding TH’s 2014–2020 operations.

The upcoming debate follows a royal decree issued on Saturday by His Majesty Sultan Ibrahim, King of Malaysia, who ordered that investigations into the RCI findings be pursued exhaustively to ensure full accountability and prevent future governance failures.
