PUTRAJAYA, July 20 — Communications Minister Datuk Seri Fahmi Fadzil today officially launched the Communications Ministry Strategic Plan (PSKK) 2026-2030, outlining a definitive five-year roadmap to align national communications infrastructure, media delivery, and the digital creative economy with broader federal development goals.

The comprehensive institutional blueprint will serve as the primary guide for the execution of the ministry’s core policies, strategies, and regulatory programmes. The framework has been strategically calibrated to run in tandem with the upcoming national aspirations of the 13th Malaysia Plan (13MP) alongside the core pillars of the Malaysia MADANI governance framework.

Fahmi stated that the newly minted strategic plan explicitly maps out a wide range of structural objectives and targeted initiatives that will be heavily prioritized by the ministry and every single agency operating under its administrative umbrella.

Speaking to reporters following the ministry’s monthly assembly here today, the minister summarized the foundational goals of the policy document into three distinct pillars of consumer and network development.

“In short, there are three key priorities, namely better internet, more creative content and more accurate information. Programmes under the ministry are already being implemented in accordance with this strategic plan,” Fahmi stated.

The minister expressed strong optimism that the systemic approaches embedded within the five-year master plan would effectively resolve long-standing issues brought forward by the public regarding digital networks and media transparency.

“I believe the issues most frequently raised with the Communications Ministry, as well as its agencies and departments, will be addressed through this plan,” he noted.

The PSKK 2026-2030 officially introduces a long-term institutional vision of fostering ‘A Connected, Informed and Creative Malaysia’. To fully manifest this macro-level vision into actionable public policy outcomes over the next five years, the framework relies on a multi-layered execution architecture consisting of three core missions, four strategic thrusts, and 94 standalone strategic programmes.

The framework’s three primary missions place equal weight on upgrading physical infrastructure and safeguarding the public digital sphere. The initial mission is designed to strengthen the nation’s communications connectivity, services and regulatory framework. The second mission is engineered to foster the dissemination of authentic and inclusive information across the country, while the third mission targets the economic landscape, aiming to accelerate the development of a sustainable and competitive local creative industry ecosystem.

To secure these key operational milestones, the ministry has formalized four strategic thrusts to coordinate federal execution. The first thrust emphasizes strengthening the national communications ecosystem to deliver inclusive, high-quality and secure connectivity. The second thrust focuses heavily on enhancing the competitiveness of the film and music industries, while the third thrust outlines a blueprint for transforming integrated information delivery. Finally, the fourth thrust is centered on reforming public service delivery to ensure it remains completely responsive to evolving government policies and strictly customer-oriented.
