{"id":8980,"date":"2021-04-04T14:36:04","date_gmt":"2021-04-04T06:36:04","guid":{"rendered":"https:\/\/newmalaysiatimes.com\/?p=8980"},"modified":"2021-04-04T14:36:06","modified_gmt":"2021-04-04T06:36:06","slug":"prihatin-special-grant-may-not-seem-like-much-but-makes-a-big-impact","status":"publish","type":"post","link":"https:\/\/newmalaysiatimes.com\/?p=8980","title":{"rendered":"Prihatin Special Grant may not seem like much but makes a big impact"},"content":{"rendered":"\n<p>KUALA LUMPUR, April 4 &#8212; The&nbsp;assistance provided through the Prihatin Special Grant or&nbsp;Geran Khas Prihatin (GKP) showcases the government\u2019s&nbsp;concern towards&nbsp;micro small and medium enterprises (MSMEs) that are the bedrock of the country\u2019s economy.&nbsp;<\/p>\n\n\n\n<p>GKP,\u00a0which is aimed at helping\u00a0MSMEs\u00a0that are\u00a0affected by the COVID-19 pandemic, was\u00a0introduced during the first round of the Movement Control Order (MCO) last\u00a0year;\u00a0and to date, the grants have\u00a0helped 900,000 MSMEs with a total allocation of\u00a0RM3.58 billion.<\/p>\n\n\n\n<p>The aid&nbsp;is expected to alleviate the financial burden among the small businesses, especially&nbsp;in areas relating to working capital such as&nbsp;restocking of the inventory, purchasing raw materials and boosting cash reserves.&nbsp;<\/p>\n\n\n\n<p>The one-off financial assistance started with GKP 1.0 under the Prihatin Rakyat&nbsp;Economic Stimulus Package&nbsp;(PRIHATIN), followed by GKP 2.0, GKP Plus under&nbsp;Malaysian Economic and Rakyat\u2019s Protection Assistance Package (PERMAI) and GKP 3.0 under the Strategic Programme&nbsp;to Empower the People and Economy&nbsp;(PEMERKASA).<\/p>\n\n\n\n<p>Eligible MSMEs received a one-off payment of RM3,000 each under GKP 1.0 and\u00a0GKP 2.0.\u00a0<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-04-at-14.33.51.png\" alt=\"prihatin\" class=\"wp-image-8981\" width=\"510\" height=\"310\" srcset=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-04-at-14.33.51.png 590w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-04-at-14.33.51-300x183.png 300w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-04-at-14.33.51-164x100.png 164w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-04-at-14.33.51-350x214.png 350w\" sizes=\"auto, (max-width: 510px) 100vw, 510px\" \/><\/figure><\/div>\n\n\n\n<p>For GKP Plus, all GKP 1.0 and GKP 2.0 recipients&nbsp;in 12 states under the MCO that&nbsp;was enforced in January and&nbsp;February this year&nbsp;will obtain RM1,000 while MSMEs in&nbsp;states that were not under the MCO will receive RM500.<\/p>\n\n\n\n<p>Meanwhile,&nbsp;MSMEs that have&nbsp;not received assistance&nbsp;previously&nbsp;will get&nbsp;RM1,000 under GKP 3.0.<\/p>\n\n\n\n<p><strong>Stop-gap measure<\/strong><\/p>\n\n\n\n<p>Sunway University economics professor Dr Yeah Kim Leng said&nbsp;the&nbsp;nominal assistance&nbsp;is a sign&nbsp;that the government is steadfast in&nbsp;continuously supporting&nbsp;MSMEs during the recovery phase in 2021, following the various financial aids&nbsp;provided under the previous COVID-19 packages last year.<\/p>\n\n\n\n<p>The assistance is much-needed stop-gap measure as a full recovery for MSMEs as well as small and medium enterprises (SMEs) would only happen&nbsp;when both the domestic and global economies&nbsp;fully recover, he said.<\/p>\n\n\n\n<p>Dr Mohammad Tawfik Yaakub, senior lecturer at the University of Malaya\u2019s&nbsp;Faculty of Economics and Administration, said although the GKP assistance is viewed&nbsp;as small, the continuous extension&nbsp;of assistance is making an impact on the country\u2019s chain of recovery,&nbsp;albeit gradually.<\/p>\n\n\n\n<p>\u201cI am certain the GKP assistance really helps MSMEs and prevents their debts from mounting&nbsp;as they seek&nbsp;additional capital.<\/p>\n\n\n\n<p>\u201cAll sectors face a debt issue and if the government had not given the aid, the SMEs&nbsp;would have been&nbsp;caught up further in&nbsp;the&nbsp;economic crisis that is affecting not only the country but the whole world,\u201d he said.<\/p>\n\n\n\n<p>Therefore, he added, the government should continue to assist and empower SMEs in a more aggressive way over&nbsp;the long term.<\/p>\n\n\n\n<p>National Entrepreneur Foundation chairman&nbsp;Datuk Seri Megat D. Shahriman&nbsp;Zaharudin said it would be better if this one-off assistance could be given continuously until the COVID-19 pandemic is over or at least for another one year.<\/p>\n\n\n\n<p>\u201cPerhaps the government can assist in 40 per cent of the operational cost to ensure MSMEs, whether in the urban or rural areas, will be able to sustain their respective business,\u201d he added.<\/p>\n\n\n\n<p><strong>Change is constant<\/strong><\/p>\n\n\n\n<p>Bank Islam Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said although the assistance given by&nbsp;the government is&nbsp;timely, it is a short-term relief.<\/p>\n\n\n\n<p>\u201cThe business&nbsp;landscape keeps changing rapidly with or without COVID-19.
