Despite facing unprecedented challenges brought by the spread of COVID-19 this year, the government continues to\u00a0take care of\u00a0the welfare\u00a0of\u00a0persons with disabilities who make up 10 percent of the country&#8217;s population.<\/p>\n\n\n\n<p>Various initiatives have been announced by the government under the leadership of Prime Minister Tan Sri Muhyiddin Yassin including\u00a0Prihatin Rakyat Economic Stimulus Package (PRIHATIN),\u00a0National Economic Recovery Plan\u00a0(PENJANA), and\u00a0Bantuan\u00a0Prihatin Nasional\u00a0(BPN).<\/p>\n\n\n\n<p>In a bid to provide inclusive assistance to those affected by COVID-19 including the PwDs,\u00a0Muhyiddin recently said that the government would\u00a0implement the proposal for the Social Welfare Department (JKM) monthly assistance of between RM200 and RM300 be increased to RM1,000.<\/p>\n\n\n\n<p>The Prime Minister said\u00a0he would ensure that eligible recipients of the assistance would\u00a0have the same opportunities to live their lives like any other members of society.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-1024x557.jpg\" alt=\"PwD\" class=\"wp-image-7468\" width=\"435\" height=\"236\" srcset=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-1024x557.jpg 1024w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-300x163.jpg 300w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-768x418.jpg 768w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-184x100.jpg 184w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-350x190.jpg 350w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db-800x435.jpg 800w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/12\/30a1ba8c0ae9621ced9e1c22181d80765fe2cf9a329db.jpg 1090w\" sizes=\"auto, (max-width: 435px) 100vw, 435px\" \/><\/figure><\/div>\n\n\n\n<p>He&nbsp;was also quoted as saying that&nbsp;the&nbsp;PwD&nbsp;was&nbsp;part of the community that was&nbsp;always close and given attention to by him and the government.<\/p>\n\n\n\n<p>Through Budget 2021, several initiatives aimed at&nbsp;empowering the group&nbsp;were introduced&nbsp;including an in increase in monthly allowance&nbsp;for non-working PwD from RM250 to RM300; allowance&nbsp;for PwD&nbsp;workers (RM400 to RM450); assistance for senior citizens,&nbsp;PwD&nbsp;and chronic patients (RM350 to RM500); and&nbsp;home&nbsp;service&nbsp;assistance&nbsp;programme (maximum&nbsp;RM400&nbsp;for&nbsp;volunteers).<\/p>\n\n\n\n<p>Apart from the welfare aspect, the Communications and Multimedia Ministry recently announced that the PwD&nbsp;Communication Unit would be established&nbsp;to improve the facilities for two-way communication between the government and the&nbsp;group.<\/p>\n\n\n\n<p>Its Minister\u00a0Datuk Saifuddin Abdullah said\u00a0the unit, established in conjunction with the PwD Day that was celebrated on Dec 3, would be led by a member of the PwD-community.<\/p>\n\n\n\n<p>The International Day of Persons with Disabilities&nbsp;was first celebrated in Malaysia in 1981 as World&nbsp;Disability Day, together with United Nations member states.<\/p>\n\n\n\n<p>The&nbsp;national-level PwD Day has been celebrated on Dec 3 annually since 1994, with&nbsp;this year&#8217;s theme&nbsp;being &#8216;Building the Welfare of the Disabled:&nbsp;Facing Change&#8217;.<\/p>\n\n\n\n<p>The establishment of the communication&nbsp;unit will also help empower&nbsp;581,265 PwD, registered with JKM and prove that the&nbsp;community is able to bring&nbsp;a significant impact in society.<\/p>\n\n\n\n<p>Meanwhile, OKU Sentral president&nbsp;Senator Ras Adiba Radzi said there were&nbsp;approximately&nbsp;4.7 million PwD who have yet to register with JKM calling for&nbsp;the campaign to register the PwD to&nbsp;be intensified.<\/p>\n\n\n\n<p>The chairman of the Malaysian National News Agency (Bernama) also proposed that the existing PwD Act 2008&nbsp;be amended so that it would be more&nbsp;comprehensive and able to fulfil Malaysia\u2019s responsibilities in the Convention on the Rights of Persons with Disabilities (CRPD) as well as enhance&nbsp;the enforcement mechanisms.<\/p>\n\n\n\n<p>Ras Adiba, who is also active in helping the less fortunate said she&nbsp;would continue to carry out&nbsp;community programmes for the&nbsp;OKU community especially&nbsp;during this challenging period.<\/p>\n\n\n\n<p>In terms of employment&nbsp;opportunities, some&nbsp;1,397 PwD&nbsp;managed to&nbsp;secure&nbsp;jobs through&nbsp;Job Coach, and&nbsp;as of December this year, there were 4,202 PwD in the civil service.<\/p>\n\n\n\n<p>The Human Resources Ministry recorded that as of\u00a0June this year,\u00a0there were 15,326 PwDs working\u00a0in the private sector.<\/p>\n\n\n\n<p>In conjunction with this year\u2019s national-level PwD-Day celebration,\u00a0Bernama\u00a0in collaboration with\u00a0OKU Sentral\u00a0organized a virtual mini-concert called \u2018Mini Konsert Dari Jauh\u2019\u00a0via Bernama TV\u00a0Facebook page.<\/p>\n\n\n\n<p>Besides singing performances, the one-hour concert was also enlivened with dance routines and poetry recitation&nbsp;by PwD, including special children from Taska Istika Jaya.<\/p>\n\n\n\n<p>&#8212;
