{"id":6992,"date":"2020-11-25T12:37:20","date_gmt":"2020-11-25T04:37:20","guid":{"rendered":"https:\/\/newmalaysiatimes.com\/?p=6992"},"modified":"2020-11-25T12:37:24","modified_gmt":"2020-11-25T04:37:24","slug":"can-ubi-concept-be-the-savior-during-covid-19-economic-fallout","status":"publish","type":"post","link":"https:\/\/newmalaysiatimes.com\/?p=6992","title":{"rendered":"Can UBI concept be the savior during COVID-19 economic fallout?"},"content":{"rendered":"\n<p>KUALA LUMPUR, Nov 25&nbsp;&nbsp;&#8212;&nbsp;Amidst the social pandemonium and economic fallout caused by the COVID-19 pandemic, a local&nbsp;academician believes&nbsp;a rather revolutionary and unorthodox concept that was once tried out in Canada seems&nbsp;worth a relook&nbsp;&#8211;&nbsp;the universal basic income (UBI) concept.<\/p>\n\n\n\n<p>Associate Professor Dr Soon Jan-Jan of the School of Economics, Finance and Banking,&nbsp;Universiti Utara Malaysia, said UBI touted as a panacea to the economic hardships faced by the grassroots&nbsp;is a no-strings-attached monthly allowance given unconditionally, to all adult citizens of a country&nbsp;just enough to meet the basic requirement for food, shelter, and education.<\/p>\n\n\n\n<p>It has the elements of universality, unconditionality, and periodicity and in its purest form, the UBI is given regardless of one\u2019s employment status or income bracket with&nbsp;recipients need not do&nbsp;anything for it and may do anything with it.<\/p>\n\n\n\n<p>\u201cThe UBI experiment conducted in a Canadian small town, Dauphin, for four years in the mid-1970s, is one of the earliest and most successful large-scale UBI experiments with residents handed out a basic monthly income, an income level that delineated the poverty line,\u201d\u00a0she said to Bernama, here today.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-1024x640.jpg\" alt=\"UBI\" class=\"wp-image-6993\" width=\"508\" height=\"317\" srcset=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-1024x640.jpg 1024w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-300x188.jpg 300w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-768x480.jpg 768w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-160x100.jpg 160w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-350x219.jpg 350w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49-800x500.jpg 800w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/11\/cb8a09680769ca5e15fb03deb2371fdb5fbdd96ebbc49.jpg 1110w\" sizes=\"auto, (max-width: 508px) 100vw, 508px\" \/><\/figure><\/div>\n\n\n\n<p>A myth that constantly plagues the UBI and casts doubts on its feasibility is that free money would only make sloths out of its beneficiaries, but Soon highlighted this myth however has been countered by results from the Dauphin experiment, and the many subsequent experiments and studies.<\/p>\n\n\n\n<p>Researchers found&nbsp;that not only were there no significant decrease in working hours, but other aspects have also seen remarkable improvements too, e.g. better performance in schools, dip in domestic violence cases, fewer hospitalisations, and better choices of consumption spending, among others.<\/p>\n\n\n\n<p>She admitted that although the UBI concept appears to have stepped into the border of an idealistic utopia, yet the&nbsp;concept has never&nbsp;been embraced fervently for some reasons.<\/p>\n\n\n\n<p>Soon pointed out perhaps the toughest nut to crack is how to fund the apparently monumental costs associated with its implementation, apart from the&nbsp;dissent as to why the rich should even have any UBI earmarked for them.<\/p>\n\n\n\n<p>\u201cProponents of UBI would quote that UBI is a form of human rights, such as basic health care services which should be available to everyone for free, or if need be, at only a minimal cost.
