{"id":6494,"date":"2020-10-24T20:54:42","date_gmt":"2020-10-24T12:54:42","guid":{"rendered":"https:\/\/newmalaysiatimes.com\/?p=6494"},"modified":"2020-10-24T20:54:48","modified_gmt":"2020-10-24T12:54:48","slug":"consultation-with-malay-rulers-reflects-kings-meticulousness","status":"publish","type":"post","link":"https:\/\/newmalaysiatimes.com\/?p=6494","title":{"rendered":"Consultation with Malay Rulers reflects King&#8217;s meticulousness"},"content":{"rendered":"\n<p>KUALA LUMPUR, Oct 24&nbsp;&#8212; The&nbsp;Yang di-Pertuan Agong, Al-Sultan Abdullah Ri\u2019ayatuddin Al-Mustafa Billah&nbsp;Shah\u2019s decision to&nbsp;discuss with the Malay&nbsp;Rulers before making any important decision reflects His Majesty\u2019s meticulousness.&nbsp;<\/p>\n\n\n\n<p>Constitutional expert from Universiti Teknologi Malaysia (UTM) Dr Muhammad Fathi Yusof said according to the Federal Constitution, there is no obligation for His Majesty to act in such a way.<\/p>\n\n\n\n<p>Istana Negara in a statement today said&nbsp;Al-Sultan Abdullah will discuss with the Malay&nbsp;Rulers at the national palace soon on proposals submitted by Prime Minister Tan Sri Muhyiddin Yassin to His Majesty yesterday.<\/p>\n\n\n\n<p>&#8220;However, it\u00a0(the action) reflects\u00a0the meticulousness of His Majesty\u00a0because this is a big thing and the Malay Rulers often use a consultative\u00a0approach in decision-making.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-1024x500.jpg\" alt=\"malay rulers\" class=\"wp-image-6495\" width=\"478\" height=\"233\" srcset=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-1024x500.jpg 1024w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-300x147.jpg 300w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-768x375.jpg 768w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-205x100.jpg 205w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-350x171.jpg 350w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64-800x391.jpg 800w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2020\/10\/4d101f19df68ec60e448216485fba70b5f89232cd5f64.jpg 1068w\" sizes=\"auto, (max-width: 478px) 100vw, 478px\" \/><\/figure><\/div>\n\n\n\n<p>&#8220;So, the tradition continues and\u00a0the steps\u00a0taken by the Yang di-Pertuan Agong are right during the current situation,&#8221;\u00a0Muhammad Fathi,\u00a0who is research fellow (Law and Constitution) and senior lecturer at the university\u2019s\u00a0Perdana\u00a0Centre\u00a0of\u00a0Science,\u00a0Technology\u00a0and\u00a0Innovation Policy,\u00a0Razak Faculty of Technology and Informatics, told Bernama.<\/p>\n\n\n\n<p>Muhammad Fathi explained that any decision involving the interests of the country should not be made in a hurry, but in a careful and prudent manner.<\/p>\n\n\n\n<p>\u201cThere is no obligation (to call the Malay Rulers), but the constitution just states that&nbsp;the Yang di-Pertuan Agong may seek the views of the Conference of Rulers for any&nbsp;decisions.<\/p>\n\n\n\n<p>&#8220;This&nbsp;means&nbsp;nothing under Article 150 (of the Federal Constitution) about&nbsp;must have the approval of the Conference of Rulers, but that&#8217;s what I said earlier, the&nbsp;tradition of our Malay Rulers who&nbsp;prefer&nbsp;shura (meeting) or musyawarah (convention)&nbsp;in decision-making,&#8221; he said.<\/p>\n\n\n\n<p>Meanwhile, International Islamic University Malaysia law lecturer&nbsp;Prof Dr Nik Ahmad Kamal Nik Mahmod explained that&nbsp;Al-Sultan Abdullah\u2019s decision to hold discussion with the rulers is a common practice, especially in a matter involving major implications for the country.<\/p>\n\n\n\n<p>He said the action was also in line with the country\u2019s constitutional monarchy&nbsp;system.<\/p>\n\n\n\n<p>\u201cThe Conference of&nbsp;Rulers appoints the&nbsp;Yang di-Pertuan Agong, so Al-Sultan Abdullah should consult it on&nbsp;this important issue,&#8221; he said.<\/p>\n\n\n\n<p>On the declaration of emergency, Nik Ahmad Kamal said&nbsp;under such measures the parliament may continue to sit and the prime minister and the Cabinet may continue to serve the country.<\/p>\n\n\n\n<p>He said there would&nbsp;probably also be a special committee to deal with the emergency situation like the Majlis Gerakan Negara (MAGERAN) in 1969.<\/p>\n\n\n\n<p>\u201cIf the emergency is due to COVID-19, there could be stringent measures to control the movement and activities of the people.
