{"id":3362,"date":"2020-04-21T07:51:55","date_gmt":"2020-04-20T23:51:55","guid":{"rendered":"https:\/\/newmalaysiatimes.com\/?p=3362"},"modified":"2020-04-21T07:51:55","modified_gmt":"2020-04-20T23:51:55","slug":"moh-draws-up-post-mco-mitigation-plan-mulls-covid-19-community-test","status":"publish","type":"post","link":"https:\/\/newmalaysiatimes.com\/?p=3362","title":{"rendered":"MoH draws up Post-MCO mitigation plan; mulls COVID-19 community test"},"content":{"rendered":"<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>PUTRAJAYA, April 21\u00a0 &#8211; The MoH (Ministry of Health) is looking into\u00a0a\u00a0mitigation plan to ensure that the COVID-19 chain is broken\u00a0after the Movement Control Order (MCO) is lifted.<\/p>\n<p>Health director-general Datuk Dr Noor Hisham Abdullah said the mitigation plan also included a policy change that outlined the\u00a0practice of the new normal.<\/p>\n<p>&#8220;Definitely, we are looking into the exit strategy (after MCO is lifted). We are planning now and looking into how we can mitigate the situation.<\/p>\n<\/div>\n<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>&#8220;Our policy must change in terms of public gathering, social distancing and continuously remind our public to wash their hands. Most importantly, to stay at home if you do not have any business outside. That is the principle,&#8221; he told a daily press conference on\u00a0COVID-19 yesterday.<\/p>\n<p>Dr Noor Hisham said the soft landing approach would be used when removing the MCO\u00a0and the discussion could take between three to six months.<\/p>\n<p>In the meantime, Dr Noor Hisham admitted that\u00a0the positive development in terms of decreasing numbers of daily cases was due to the early and careful\u00a0planning.<\/p>\n<\/div>\n<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>&#8220;Today&#8217;s success is because\u00a0our frontliners and careful planning. What we plan today, we will be able to see the\u00a0results within two weeks,\u201d he said.<\/p>\n<p>Therefore, he advised the public to continue to cooperate with the frontliners\u00a0as the World Health Organisation (WHO) had predicted that the world would\u00a0be at \u201cwar\u201d with COVID-19 even until next year.<\/p>\n<p>&#8220;The war has yet to be won, but we have made significant improvement in terms of reducing the cases. Hopefully we can bring down the figure. We want to see a single digit,\u201d he said.<\/p>\n<h5 class=\"h3\"><strong>MOH mulls COVID-19 test on community<\/strong><\/h5>\n<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>In another news, the Health Ministry (MoH) is considering carrying out COVID-19 infection\u00a0test in the community especially in red zones.<\/p>\n<p>Health director-general,\u00a0Datuk Dr Noor Hisham Abdullah said the study involved screening local residents to gauge the antibody of individuals who had\u00a0been infected by COVID-19.<\/p>\n<p>\u201cIf they were exposed to the virus, then in a week they would produce antibody\u00a0or\u00a0IgG (Immunoglobulin G) with\u00a0IgM (Immunoglobulin M).<\/p>\n<\/div>\n<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>\u201cSo the study could be considered and\u00a0we may look at a\u00a0suitable time to implement the test and the screening would be using the quick antibody test kit to measure antibody or lgG or lgM,\u201d he\u00a0said.<\/p>\n<p>Dr Noor Hisham said with\u00a0the test kit, only one drop of blood is needed to check for antibody.<\/p>\n<p>However, he explained that the test is not for\u00a0diagnosis but to know the number of people in the community who had been infected by COVID-19.<\/p>\n<\/div>\n<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>He said the study also required the close cooperation of the private sector to ensure the information gathered is the latest\u00a0and all appropriate actions were taken.<\/p>\n<p>Earlier,\u00a0virologist\u00a0Prof Dr Sazaly Abu Bakar had\u00a0proposed that MOH gauge infection in the\u00a0community by\u00a0detecting the presence of antibody on the people randomly nationwide before the Movement Control Order (MCO) ends.<\/p>\n<p>On the lack of N95 face masks at Kuching General Hospital, Dr Noor Hisham said the use of such face mask should be for health personnel at Intensive Care Unit (ICU) and COVID-19 treatment ward.<\/p>\n<\/div>\n<div class=\"col-sm-12 col-md-12 col-lg-12 mt-4 px-sm-0 px-md-5 px-lg-15 text-dark text-justify\">\n<p>He said health clinic staff can use the three-layered face mask if they are not facing COVID-10 patients.<\/p>\n<p>\u201cThose who are not in COVID-19\u00a0ward can use the three-layered face mask while the use of N95 face mask is needed in ICU and COVID-19 wards, he said.<\/p>\n<p>&#8211;
