{"id":16849,"date":"2023-04-11T20:49:14","date_gmt":"2023-04-11T12:49:14","guid":{"rendered":"https:\/\/newmalaysiatimes.com\/?p=16849"},"modified":"2023-04-11T20:49:15","modified_gmt":"2023-04-11T12:49:15","slug":"death-penalty-not-proven-as-best-preventive-measure-ramkarpal","status":"publish","type":"post","link":"https:\/\/newmalaysiatimes.com\/?p=16849","title":{"rendered":"Death penalty not proven as best preventive measure &#8211; Ramkarpal"},"content":{"rendered":"\n<p><strong>KUALA LUMPUR, April 11<\/strong>\u00a0 &#8212;\u00a0The Abolition of Mandatory Death Penalty Bill 2023 would not necessarily lead to an increase in serious crime cases, the\u00a0Dewan Negara was told today.<\/p>\n\n\n\n<p>Deputy Minister in the Prime Minister&#8217;s Department (Law and Institutional Reform)&nbsp;Ramkarpal Singh said crime rates were not solely dependent on&nbsp;heavy punishment, and&nbsp;there was no study to show that death penalty was the best measure to prevent crimes.<\/p>\n\n\n\n<p>\u201cBefore this, a committee led by a former Chief Justice\u00a0had conducted a study on this issue and found that the deterrent\u00a0effect is not as what was told. There are many factors that can affect crime rates, such as economic, social\u00a0and psychological.<\/p>\n\n\n\n<p>\u201cCrime rates also depend on the effectiveness\u00a0of law enforcement, the public&#8217;s understanding of the effects of crime and also the opportunity to commit a crime,&#8221;
