{"id":16445,"date":"2023-02-26T09:24:25","date_gmt":"2023-02-26T01:24:25","guid":{"rendered":"https:\/\/newmalaysiatimes.com\/?p=16445"},"modified":"2023-02-26T09:24:27","modified_gmt":"2023-02-26T01:24:27","slug":"most-g20-nations-condemn-russia-for-war-china-silent","status":"publish","type":"post","link":"https:\/\/newmalaysiatimes.com\/?p=16445","title":{"rendered":"Most G20 nations condemn Russia for war, China silent"},"content":{"rendered":"\n<p><strong>BENGALURU, India, Feb 26<\/strong> &#8211; Finance chiefs of the world&#8217;s largest economies (G20) strongly condemned Moscow for its war on Ukraine on Saturday, with only China and Russia itself declining to sign a joint statement.<\/p>\n\n\n\n<p>India, which as chair of the Group of Twenty (G20) economies was hosting a meeting in the city of Bengaluru, was reluctant to raise the issue of the war but Western nations insisted they could not back any outcome that did not include a condemnation.<\/p>\n\n\n\n<p>The lack of consensus among G20 members meant India resorted to issuing a &#8220;chair&#8217;s summary and outcome document&#8221; in which it simply summed up the two days of talks and noted disagreements.<\/p>\n\n\n\n<p>&#8220;Most members strongly condemned the war in Ukraine and stressed that it is causing immense human suffering and exacerbating existing fragilities in the global economy,&#8221; it said, citing disruption of supply chains, risks to financial stability and continuing energy and food insecurity.<\/p>\n\n\n\n<p>&#8220;There were other views and different assessments of the situation and sanctions,&#8221; it said, referring to measures put in place by the United States, European countries and others to punish Russia for the invasion and to starve it of revenues.<\/p>\n\n\n\n<p>The outcome was similar to that of a G20 summit in Bali last November when host Indonesia also issued a final declaration acknowledging differences. The G20, formed over two decades to tackle economic crises, has increasingly struggled to reach the consensus needed to issue an official end-of-meeting communique.<\/p>\n\n\n\n<p>&#8220;Although there was not what we would call a communique, but only an outcome statement, we still think we&#8217;ve made some progress in having all the ministers on board,&#8221; Indian Finance Minister Nirmala Sitharaman said.<\/p>\n\n\n\n<p>German Finance Minister Christian Lindner said China&#8217;s refusal to join the declaration was &#8220;regrettable&#8221;.<\/p>\n\n\n\n<p>U.S. Treasury Secretary Janet&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/yellen-says-absolutely-necessary-g20-condemn-war-ukraine-2023-02-25\/\">Yellen<\/a>&nbsp;earlier told Reuters that it was &#8220;absolutely necessary&#8221; for any statement to condemn Russia. Two delegates told Reuters that Russia and China did not want the G20 platform to be used to discuss political matters.<\/p>\n\n\n\n<p>Russia, a member of the G20 but not of the G7, refers to its actions in Ukraine as a &#8220;special military operation&#8221;, and avoids calling it an invasion or war.<\/p>\n\n\n\n<p>India has kept a largely neutral stance, declining to blame Russia for the invasion, seeking a diplomatic solution and sharply boosting its purchases of Russian oil.<\/p>\n\n\n\n<p>China and India were among the nations that abstained on Thursday when U.N.&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/russia-isolated-un-marks-one-year-ukraine-war-2023-02-23\/\">voted<\/a>&nbsp;overwhelmingly to demand Moscow withdraw its troops from Ukraine and stop fighting.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cloudfront-us-east-2.images.arcpublishing.com\/reuters\/PV3I4BS5VRPG3DII22O7UC7ESA.jpg\" alt=\"g20\" width=\"564\" height=\"370\"\/><figcaption>U.S. Treasury Secretary Janet Yellen looks on as she holds a roundtable with India and U.S. technology leaders on the sidelines of G20 finance ministers&#8217; meeting on the outskirts of Bengaluru, India<\/figcaption><\/figure><\/div>\n\n\n<p>Besides the G7 nations, the G20 bloc also includes countries such as Australia, Brazil and Saudi Arabia.<\/p>\n\n\n\n<p>&#8220;It&#8217;s becoming difficult for the G20 to engage in constructive discussion because of Russia&#8217;s invasion of Ukraine, which is an act that shakes the foundations of the global order,&#8221; Japanese Finance Minister Shunichi Suzuki told reporters.<\/p>\n\n\n\n<p><strong>DEBT NEGOTIATIONS<\/strong><\/p>\n\n\n\n<p>On the sidelines, the International Monetary Fund (IMF) held a meeting on Saturday with the World Bank, China, India, Saudi Arabia and the G7 on&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/imf-flags-debt-disagreements-says-banning-crypto-should-not-be-off-table-2023-02-25\/\">restructuring debt<\/a>&nbsp;for distressed economies, but there too there were&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/imf-flags-debt-disagreements-says-banning-crypto-should-not-be-off-table-2023-02-25\/\">disagreements<\/a>&nbsp;among members, said IMF Managing Director Kristalina Georgieva.<\/p>\n\n\n\n<p>&#8220;We just finished a session in which it was clear that there is a commitment to bridge differences for the benefit of countries,&#8221; Georgieva, who co-chaired the roundtable with Indian Finance Minister Nirmala Sitharaman, told reporters.<\/p>\n\n\n\n<p>One delegate told Reuters that some initial progress was made, mostly on the language around the issue, but restructuring was not discussed in detail.<\/p>\n\n\n\n<p>Yellen said there were no &#8220;deliverables&#8221; from the meeting, which was mostly organisational.<\/p>\n\n\n\n<p>Further discussions are planned around the time of the IMF and World Bank spring meetings in April.<\/p>\n\n\n\n<p>Pressure has been building on China, the world&#8217;s largest bilateral creditor, and other nations to take a large haircut in loans given to struggling developing nations.<\/p>\n\n\n\n<p>In a video address to the G20 meeting on Friday, Chinese Finance Minister&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/china\/china-calls-joint-action-debt-settlements-g20-2023-02-24\/\">Liu Kun<\/a>&nbsp;reiterated Beijing&#8217;s position that the World Bank and other multilateral development banks should also participate in debt relief by taking haircuts.<\/p>\n\n\n\n<p>India&#8217;s push for tougher regulation of private crypto assets won wider&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/finance\/indias-push-regulate-crypto-gains-imf-us-support-g20-2023-02-25\/\">support<\/a>&nbsp;at the meeting.<\/p>\n\n\n\n<p>Georgieva said policymakers &#8220;should not take off the table&#8221; the option of outright bans if regulation failed.
