Here\u2019s how it will work"},"content":{"rendered":"\n<p><strong>Singapore, Dec 29<\/strong> &#8212; Come Jan. 1, Singapore will raise its goods and services tax, otherwise known as the GST, from 7% to 8%. It\u2019s the first of two scheduled hikes of the GST, with the second slated to take place in January 2024, when the GST will be raised from 8% to 9%.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/www.iras.gov.sg\/taxes\/goods-services-tax-(gst)\/basics-of-gst\/goods-and-services-tax-(gst)-what-it-is-and-how-it-works\" target=\"_blank\" rel=\"noreferrer noopener\">GST<\/a>&nbsp;is a consumption tax imposed on nearly all goods and services in Singapore. Starting Jan. 1, 2023,&nbsp;<a href=\"https:\/\/www.iras.gov.sg\/taxes\/goods-services-tax-(gst)\/specific-business-sectors\/e-commerce\" target=\"_blank\" rel=\"noreferrer noopener\">GST will be imposed on imported low-value goods valued up to S$400<\/a>. Currently, only imported goods valued above S$400 are subjected to the GST. With the change, all goods and services imported into Singapore, including imported goods purchased online, will be subject to the tax.<\/p>\n\n\n\n<p>Businesses based in Singapore with an annual turnover exceeding S$1 million (US$742,000) are required to register for GST and charge GST on all taxable goods at the prevailing rate.<\/p>\n\n\n\n<p>Singapore\u2019s Parliament passed the bill to amend the GST in November, despite members of parliament from Singapore\u2019s opposition parties coming out against the hike, citing poor timing amid inflationary pressures.<\/p>\n\n\n\n<p>Inflation rate in Singapore hit a 14-year high of 7.5% in August. Inflation has eased slightly in recent months, with November\u2019s annual inflation rate at 6.7%, but that\u2019s significantly higher than the 2% inflation that the country\u2019s central bank recommends for&nbsp;<a href=\"https:\/\/www.mas.gov.sg\/monetary-policy\/Singapores-Monetary-Policy-Framework\/faqs\/section-1#S01.4\" target=\"_blank\" rel=\"noreferrer noopener\">overall price stability<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>Who will be affected most?<\/h2>\n\n\n\n<p>Economists who spoke to&nbsp;<a href=\"https:\/\/www.cnbc.com\/world\/?region=world\">CNBC<\/a>&nbsp;held conflicting views on whether the tax hike will hit the nation\u2019s lowest earners harder than others.<\/p>\n\n\n\n<p>Singapore\u2019s lowest earners,&nbsp;<a href=\"https:\/\/www.cnbc.com\/2022\/08\/03\/singaporeans-with-low-incomes-continue-to-face-lowest-wage-growth-dbs.html\">whose wages are rising the least among all income groups<\/a>, will also experience the biggest jump in household expenditure as inflation rises, according to&nbsp;<a href=\"https:\/\/www.cnbc.com\/2022\/08\/03\/singaporeans-with-low-incomes-continue-to-face-lowest-wage-growth-dbs.html\">DBS<\/a>.<\/p>\n\n\n\n<p>Low-income people tend to save less and consume more, said Antonio Fatas, professor of economics at INSEAD. <em>\u201cGiven that this is a tax on consumption, the immediate effect might be felt more by them,\u201d<\/em> he said.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-1024x685.jpg\" alt=\"services tax\" class=\"wp-image-15940\" width=\"529\" height=\"353\" srcset=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-1024x685.jpg 1024w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-300x201.jpg 300w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-768x514.jpg 768w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-149x100.jpg 149w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-350x234.jpg 350w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River-800x535.jpg 800w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2022\/12\/Merlion-at-the-Singapore-River.jpg 1188w\" sizes=\"auto, (max-width: 529px) 100vw, 529px\" \/><\/figure><\/div>\n\n\n<p>Singapore recently made a\u00a0<a href=\"https:\/\/www.mof.gov.sg\/news-publications\/press-releases\/up-to-2.9-million-adult-singaporeans-will-receive-assurance-package-cash-and-cost-of-living-(col)-special-payment-in-december-2022#:~:text=Citizens%20may%20check%20their%20eligibility,up%20to%20%24700%20in%20total.\" target=\"_blank\" rel=\"noreferrer noopener\">S$1.4 billion increase to a $6.6 billion fund designed to cushion the impact of the GST hikes.<\/a>\u00a0Payouts from the Assurance Package, which now stands at S$8 billion, will be dispersed over five years starting December 2022. Up to 2.9 million adult Singaporeans are slated to receive cash payouts that vary depending on their income and property ownership status.<\/p>\n\n\n\n<p>Fed faces \u2018difficult road\u2019 going into 2023 with prospect of recession and inflation, says Mohamed El-Erian<\/p>\n\n\n\n<p>The Assurance Package is designed to cover at least five years of additional GST expenses for most Singaporean households, and about 10 years for lower-income households, according to Singapore\u2019s Deputy Prime Minister and Minister for Finance Lawrence Wong.<\/p>\n\n\n\n<p>Euston Quah, head of economics at the Nanyang Technological University, said those offsets will spare low-income households from the tax hike\u2019s effects.<\/p>\n\n\n\n<p>\u201cThe lower-income group will not be affected, as there are offsets, rebates, and sufficient transfers for them,\u201d Quah said.<\/p>\n\n\n\n<p>Upper-income people will not be impacted much, Quah said, since they have the means to carry on with their lifestyles.<\/p>\n\n\n\n<p>Middle-income Singaporeans could be the most affected by GST hikes, since they neither qualify for financial aid and rebates nor are they necessarily able to afford higher prices, he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>Business sectors and price-sensitivity<\/h2>\n\n\n\n<p>Some business sectors may be more affected than others, depending on the \u201cdemand elasticities\u201d of the goods and services they provide, Quah said. Elasticity measures how sensitive demand for a product is to changes in price.<\/p>\n\n\n\n<p>Businesses selling products whose demand is sensitive to changes in price, such as luxury brands and high-end restaurants, will be more affected by the hike than businesses such as supermarkets that sell basic necessities, Quah said.<\/p>\n\n\n\n<p>Ride-hailing services in Singapore are split in their responses to the GST hike.<\/p>\n\n\n\n<p>Grab told CNBC that its drivers will pay the 1% GST increase to tax authorities, but Grab will continue to absorb the existing 7% GST. The company said it\u2019s offering six months of \u201crebate\u201d on the 1% GST to drivers who are most affected.<\/p>\n\n\n\n<p>Ride-hailing firm ComfortDelGro said it will extend its daily rental waiver of 15% until March 31, 2023 to help its drivers cope with the rising cost of living. Its commission fees will remain unchanged.<\/p>\n\n\n\n<p>Another ride-hailing service, Ryde, did not immediately respond to a request for comment, but the company&nbsp;<a href=\"https:\/\/www.straitstimes.com\/singapore\/transport\/grab-raises-commission-from-drivers-in-view-of-gst-hike-other-platforms-absorb-increase-for-now\" target=\"_blank\" rel=\"noreferrer noopener\">told The Straits Times<\/a>&nbsp;that commission fees will remain the same.<\/p>\n\n\n\n<p>Most businesses should not be significantly affected by the hike, but&nbsp;<a href=\"https:\/\/www.iras.gov.sg\/taxes\/goods-services-tax-(gst)\/specific-business-sectors\/charities-and-non-profit-organisations\" target=\"_blank\" rel=\"noreferrer noopener\">charities and non-profit organizations<\/a>&nbsp;may be, because they can\u2019t claim the GST incurred for free non-business activities, such as free medical services, said Ajay Kumar Sanganeria, partner at accounting firm KPMG.<\/p>\n\n\n\n<p>A spike in purchases of big-ticket items is expected prior to the implementation of each GST hike, he added. Customers make purchases such as furniture and cars ahead of new taxes to avoid paying the added cost, Sanganeria said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>Why now?<\/h2>\n\n\n\n<p>There is <em>\u201cnever a good time\u201d<\/em> for a rise in GST rates, said Sanganeria.<\/p>\n\n\n\n<p><em>\u201cEven before the pandemic, it was pertinent for Singapore to increase its tax revenue to fund social spending, given Singapore\u2019s aging population and the rising healthcare and infrastructure costs,\u201d<\/em> he said. The pandemic has increased that healthcare expenditure.<\/p>\n\n\n\n<p>Singapore has spent a total of\u00a0<a href=\"https:\/\/youtu.be\/6HYMJxPa7sQ\" target=\"_blank\" rel=\"noreferrer noopener\">S$72.8 billion on Covid-19 support and recovery measures over the last two financial years<\/a>, with public health expenditure accounting for more than S$13 billion.<\/p>\n\n\n\n<p>The markets have probably already priced in a recession: UOB<\/p>\n\n\n\n<p><em>\u201cIt is not difficult to realize that Singapore needs to find more fiscally sustainable ways to fund its social, environmental and healthcare needs.\u201d<\/em><\/p>\n\n\n\n<p>The number of citizens aged 80 and above has increased by over 70% since 2012, according to this year\u2019s&nbsp;<a href=\"https:\/\/www.strategygroup.gov.sg\/files\/media-centre\/publications\/Population-in-Brief-2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">population report<\/a>. By 2030, around one in four of Singaporeans will be 65 or older, the report says.<\/p>\n\n\n\n<p>According to Singapore\u2019s&nbsp;<a href=\"https:\/\/www.mof.gov.sg\/singapore-budget\/budget-explainers\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Finance,<\/a>&nbsp;healthcare spending is expected to increase from S$11.3 billion today to S$27 billion by 2030.<\/p>\n\n\n\n<p>Singapore is one of the fastest-aging countries around the world due to low fertility rates and longer life expectancies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>How Singapore compares with other countries<\/h2>\n\n\n\n<p>After the two-step rate hike to 9% from Jan. 1 2024, Singapore\u2019s GST rate will remain one of the lowest in Asia-Pacific, said Chew Boon Choo, partner of Indirect Tax at consulting firm Ernst &amp; Young Solutions.<\/p>\n\n\n\n<p>As of January of this year, most Asia-Pacific countries had a goods and services tax of more than 7%.<\/p>\n\n\n\n<p>China\u2019s goods and services tax is 13%. The Philippines and Vietnam have a goods and services tax rate of 12% and 10%, respectively.<\/p>\n\n\n\n<p>Taiwan has the region\u2019s lowest goods and services tax at 5%, according to EY.<\/p>\n\n\n\n<p>Other countries in the region have raised their goods and services taxes recently. Indonesia, which raised its rate from 10% to 11% from April of this year, plans to go to 12% by Jan. 1 2025.
