Ceramah (talks), public speeches, and\u00a0physical campaigns are\u00a0not\u00a0allowed during the Melaka state election, according to Election Commission (EC) chairman Datuk Abdul Ghani Salleh.<\/p>\n\n\n\n<p>In a media conference after the\u00a0nomination of candidates today, he called on all parties involved in the\u00a0election to comply with the standard operating procedure (SOP) to prevent the spread of COVID-19 for the Melaka election which is listed in EC\u2019s portal and according to him all the SOPs have been approved by the Ministry of Health (MOH) yesterday.<\/p>\n\n\n\n<p>He said among the banned activities during the Melaka election are ceramah, house-to-house visits,\u00a0walkabout, and the distribution of\u00a0pamphlets to members of the public face-to-face.<\/p>\n\n\n\n<p>Meanwhile, based on his statement\u00a0in the portal, the SOP stipulated that candidates or party machinery are allowed to put up banners and buntings during the election as well as distribute\u00a0pamphlets in\u00a0the post box\u00a0of residents by observing physical distancing of at least one meter. <\/p>\n\n\n\n<p>It is also limited to a group of three persons for the activity.<\/p>\n\n\n\n<p>To campaign, he said candidates are encouraged to use social applications such as\u00a0Facebook, Twitter, Instagram, YouTube, Wechat, Snapchat, WhatsApp, Telegram, and other applications as the channel to deliver campaign messages.<\/p>\n\n\n\n<p>He said apart from that, the campaign could also use television networks, local newspapers and candidates should utilize technology for the campaign in line\u00a0with the new normal practiced following the COVID-19 pandemic.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/11\/Screen-Shot-2021-11-08-at-17.23.56.png\" alt=\"ceramah\" class=\"wp-image-12305\" width=\"484\" height=\"263\" srcset=\"https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/11\/Screen-Shot-2021-11-08-at-17.23.56.png 585w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/11\/Screen-Shot-2021-11-08-at-17.23.56-300x163.png 300w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/11\/Screen-Shot-2021-11-08-at-17.23.56-184x100.png 184w, https:\/\/newmalaysiatimes.com\/wp-content\/uploads\/2021\/11\/Screen-Shot-2021-11-08-at-17.23.56-350x190.png 350w\" sizes=\"auto, (max-width: 484px) 100vw, 484px\" \/><\/figure><\/div>\n\n\n\n<p>\u201cCandidates are also subject to Election Offences Act 1954 (Act 5 ) during the campaign and any forms of campaigns via the mass media on polling day is not allowed,\u201d he said.<\/p>\n\n\n\n<p>Only candidates who have police permits are allowed to campaign on vehicles using loud hailers at the stipulated time and place to deliver ceramah.<\/p>\n\n\n\n<p>Abdul Ghani said only one committee room (party operations room) is allowed to operate for each\u00a0candidate of a constituency during the campaign period with a limit of 50 percent capacity from the space available while observing physical distancing and mini operations room are not allowed.<\/p>\n\n\n\n<p>Apart from that, all involved should also take RTK Ag self-test every two days during the campaign with the cost borne by themselves and the results of the tests should be uploaded into the MySejahtera application.<\/p>\n\n\n\n<p>Only those with negative results are allowed to be involved in campaign activities while positive&nbsp;individuals are not allowed to be involved in&nbsp;the&nbsp;campaign.<\/p>\n\n\n\n<p>Apart from that, party meetings are limited to only two hours, and the frequency does not exceed four times a week with the presence of fully vaccinated individuals and are subject to 50 percent capacity of the space with physical distancing.\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0<\/p>\n\n\n\n<p>\u201cParty meetings meant meeting seating arrangement and not as sessions for talks or briefings or whatever forms of a physical campaign which is not allowed,\u201d he said.<\/p>\n\n\n\n<p>Abdul Ghani said media conference after-party meeting is allowed with the presence of individuals who attended the meeting and journalists who have been fully vaccinated.<\/p>\n\n\n\n<p>For early voting and on polling day, party or candidate agents who have completed their duties or voters who have finished casting their votes should promptly leave the polling station and voters should check voting information through the mySPR Semak application or&nbsp;Semakan Daftar Pemilih SPR portal.<\/p>\n\n\n\n<p>\u201cThis is to control the number of voters coming to the polling station any one time. The suggested schedule of timing is from 8 am to 10 am,\u00a010 am to 12 noon, 12 noon to 2 pm, and 2 pm to 4.30 pm,\u201d he said.<\/p>\n\n\n\n<p>Symptomatic voters should be double-masked and put on disposable rubber gloves before holding the ballot paper to the voting cubicle and the person\u00a0assisting symptomatic voters should be in full personal protection equipment (PPE).\u00a0\u00a0<\/p>\n\n\n\n<p>Voters who are positive for COVID-19 would not be allowed to go out of the place of treatment such as hospital, quarantine center, or\u00a0house as they could bring the infection to the people while voters who are\u00a0patients under investigation (PUI) and\u00a0person under surveillance (PUS) and\u00a0wish to vote would be allowed with the approval of the district health officer.<\/p>\n\n\n\n<p>Apart from that, voters in areas under Enhanced Movement Control Order (EMCO) need to undergo RTK Ag test 24 hours before the voting date and only voters who are\u00a0tested negative could get police approval to go out to vote.ceramah<\/p>\n\n\n\n<p>For the official\u00a0tallying of votes, only five supporters\u00a0for the winning candidate (unofficial result) and three supporters\u00a0from other candidates are allowed to be present and the permission to enter the vote tallying center would be informed and entry pass would be distributed by the Returning Officer before the election result announcement is made.<\/p>\n\n\n\n<p>\u201cVictory celebrations&nbsp;by candidates are not allowed,\u201d he said.<\/p>\n\n\n\n<p><a href=\"http:\/\/newmalaysiatimes.com\">NMT<\/a> as reported by <a href=\"https:\/\/www.bernama.com\/en\/news.php?id=2020894\">Bernama<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>MELAKA, Nov 8 &#8212;
