KUSKOP Submits Budget 2027 Proposals to Empower MSMEs and Lower Business Costs

GEORGETOWN, Sept 11 – The Ministry of Entrepreneur Development and Cooperatives (KUSKOP) has submitted its proposals for Budget 2027 to the Ministry of Finance (MOF), aiming to expand resources for micro, small, and medium enterprises (MSMEs), cut bureaucratic delays, and lower the overall cost of doing business in Malaysia.

Speaking during a visit to the Bernama Penang Bureau in conjunction with the Mooncake Festival on Friday, KUSKOP Minister Steven Sim Chee Keong stated that the recommendations incorporate extensive input from key industry representatives across the country. Explaining the collaborative submission, Sim noted, “The proposals submitted to MOF were not put forward solely by KUSKOP officials, but also took into account the views and suggestions of various stakeholders in the MSME sector to ensure that the proposals covered all parties.”

Detailing the foundational priorities behind the submission, Sim emphasized, “The three main thrusts of the proposals are more resources for MSMEs, greater efficiency in government service delivery, which means reducing bureaucracy and so on, and reducing the cost of doing business in Malaysia. These are the three things we want to achieve through Budget 2027,”.

To ensure comprehensive representation across the sector, KUSKOP conducted engagement sessions with major trade groups, including the Malay, Chinese, and Indian chambers of commerce, as well as the Federation of Malaysian Manufacturers (FMM). Additional consultations were held with the SME Association, the Small and Medium Enterprises Association of Malaysia (SAMENTA), MSME Malaysia, the Federation of Malaysian Business Associations (FMBA), and various related non-governmental organisations (NGOs). Reaffirming the inclusive process, Sim added, “We have met many NGO representatives who represent MSMEs, as well as key industry players and stakeholders, and we have incorporated all these suggestions into the Budget 2027 proposals submitted to MOF,”.

While specific policy details and allocations will be disclosed during the official budget tabling, Sim confirmed that all proposed initiatives remain anchored to the ministry’s three main pillars. According to the Dewan Rakyat calendar, Budget 2027—themed ‘Malaysia MADANI: Menggapai Di Langit, Mengakar di Bumi’—is scheduled to be presented by Prime Minister and Minister of Finance Datuk Seri Anwar Ibrahim on October 9.
