Police Probe Dog Killing Allegations After Rocky Dies in MBDK Stray Capture Operation

SHAH ALAM, Aug 1 — Police have opened an investigation paper into the death of a dog called Rocky during a stray dog capture operation in Taman Teluk Gedung Indah, Port Klang, following widespread allegations of animal cruelty.

South Klang police chief ACP Lim Jit Huey confirmed today that the dog was verified dead following the incident, which occurred at approximately 10.50 pm on July 29 in front of a house in the residential area.

The animal’s carcass has since been sent to the Selangor Veterinary Department headquarters for a comprehensive post-mortem examination.

The stray capture operation was conducted by enforcement officers from the Royal Klang City Council (MBDK) in collaboration with local residents.

“The police confirm the incident, footage of which is currently circulating on social media, showing a group of men tying up and dragging a dog while a woman pleaded with them to release the animal,” ACP Lim said in an official statement today.

The woman is said to be the owner of Rocky.

Lim stated that police are investigating the case under Section 428 of the Penal Code, which deals with mischief by killing or maiming animals. He also appealed to the public to refrain from circulating the video online to prevent unnecessary public distress.

Yesterday, MBDK confirmed that it is leaving the investigation entirely to the police to determine whether any criminal acts occurred during the operation.

The local council explained that the exercise was carried out between 8.30 pm and midnight after receiving formal complaints from residents concerning safety risks posed by a rising stray dog population in the neighborhood.

MBDK added that the operation was executed pursuant to By-law 17(1) of the MPK Dog Licensing and Breeding Kennels By-laws 2007, supported by the Health, Community and Sustainable Development Committee (JKKPM), with the area’s local councillor duly notified prior to the operation.
